About the Role
The Estimating Manager will support Downer Water to ensure safe, sustainable, high‑standard delivery to customers. As the senior SME for all estimating, the role oversees guidance, growth and estimating oversight of multiple water programs and projects with revenues from $1 M to $250 M, managing embedded estimating resources across programs and liaising with program and delivery managers. • Manage a multidisciplinary estimating team across the ANZ region. • Deliver accurate project cost estimates on time, adhering to technical and company standards. • Lead estimators on infrastructure bids and tenders, overseeing submission and negotiation per Downer procedures. • Drive strategic development and business planning for the estimating and proposals team to win bids. • Contribute to operational and capital annual budgets and business plans as required. • Present draft tenders to review panels and participate in tender reviews. • Ensure estimate delivery aligns with business objectives and risk assessments.

What You Bring
• Trade qualification (desirable). • Extensive estimating experience, preferably in water or civil projects. • Proven ability to build relationships with stakeholders and team members. • Strong verbal and written communication skills. • Experience researching complex information to develop tender solutions. • Decisive decision‑making under tight deadlines and pressure. • Proficiency in estimating software, preferably CCS Candy.
