About the Role
Key duties include supervising the installation of water, sewerage, stormwater, irrigation, HV/LV cables, street lighting, telecom and ITS systems, and monitoring contractor compliance with method statements and safety procedures. The engineer will coordinate with RTA, DEWA, Etisalat, DU and other authorities to secure approvals, manage utility diversions and tie‑ins, and support the Resident Engineer on interface issues. Documentation, reporting and technical guidance to junior staff are also integral parts of the position. • Supervise and inspect wet and dry utility construction (water, sewerage, stormwater, irrigation, HV/LV cables, street lighting, telecom, ITS) for compliance with drawings, specifications, and RTA standards. • Monitor contractor adherence to method statements, quality plans, and safety procedures. • Review and comment on shop drawings, material submittals, method statements, and as‑built drawings for utilities works. • Witness and verify utility testing and commissioning to ensure conformity with standards. • Identify non‑conformances and ensure corrective actions are implemented. • Coordinate with RTA, DEWA, Etisalat, DU and other authorities to obtain NOCs, inspections and approvals. • Liaise with contractor supervisory staff to review work sequences, schedules and resolve conflicts. • Manage utility diversions, protection works and tie‑ins with minimal disruption to traffic or services. • Support Resident Engineer in handling interface issues between utilities and other construction activities. • Maintain accurate records of inspections, test results and construction progress for utilities works. • Prepare daily and weekly progress reports highlighting milestones, delays and issues. • Assist in preparing punch lists and closeout documentation for utilities works. • Monitor and report on contractor manpower, equipment and resource allocation for utilities works. • Provide technical guidance to inspectors and junior engineers on utilities installation and testing. • Identify potential conflicts in utility corridors and recommend mitigation measures. • Participate in value engineering reviews to optimize utility designs and construction methods. • Resolve site issues in coordination with Resident Engineer and relevant authorities.

What You Bring
Applicants must hold a bachelor’s degree in civil engineering or a related discipline, with UAE Society of Engineers membership preferred. A minimum of ten years’ experience in utility works for major infrastructure projects, including at least five years on Dubai RTA assignments, is required. Proven ability to coordinate with multiple authorities such as RTA, DEWA, Etisalat and DU is essential. • Minimum qualifications: Bachelor’s degree in Civil Engineering or related discipline; UAE Society of Engineers membership preferred. • Experience: ≥10 years in utility works for major infrastructure projects; ≥5 years in Dubai RTA projects; proven coordination with multiple authorities (RTA, DEWA, Etisalat, DU, DM).
