About the Role
The manager oversees cross‑functional teams of engineers and subject‑matter experts, monitoring budgets, hours, expenses, and deliverables while ensuring contractual obligations are met. They support long‑term growth of civil‑engineering services across planning, design, consulting, and construction‑management business lines, and lead the development of proposals, scopes, timelines, and pricing. Responsibilities also include compliance with city, state, and federal regulations, technical reviews, resource coordination, and supervision of subcontractors. In addition, the role involves mentoring staff, negotiating contracts, providing strategic advice to clients, and completing formal closeout activities with documented lessons learned. • Provide high‑level technical project leadership for moderate to large transportation initiatives. • Oversee cross‑functional teams, managing budgets, schedules, expenses, and contract compliance. • Develop proposals, scopes, timelines, pricing, and ensure adherence to city, state, and federal regulations. • Drive technical reviews, enforce QA/QC plans, and coordinate resources and subcontractors. • Mentor staff, negotiate contracts, and deliver strategic advice to clients. • Conduct formal project closeouts and document lessons learned.

What You Bring
Successful candidates will hold a bachelor’s degree in engineering, science, or a related field and possess a PMP, CAP‑M, or equivalent certification. They bring at least ten years of post‑degree experience in transportation‑infrastructure project management, including five years managing roadway, highway, or transit design projects, and are familiar with Sound Transit, WSDOT, and Seattle engineering practices. Required skills include strong analytical, problem‑solving, interpersonal, and communication abilities, as well as proficiency with MS Office, project‑management tools, and technical writing. The role demands high attention to detail, the ability to multitask in a dynamic environment, and willingness to travel and work beyond standard hours while upholding safety and company policies. • Hold a bachelor’s degree in engineering or related field and a PMP/CAP‑M certification. • Possess 10+ years of transportation infrastructure project management experience. • Familiarity with Sound Transit, WSDOT, and Seattle engineering practices. • Demonstrate strong analytical, problem‑solving, communication, and interpersonal skills. • Proficient with MS Office, project‑management tools, and technical writing. • Ability to travel as required and work beyond standard hours while maintaining safety standards.

The expected salary range for this position is $147,150 to $235,000, with the final offer determined by the candidate’s education, experience, skills, internal equity, and geographic location.
