About the Role
The manager will oversee the planning, organization, and execution of all road network activities, reviewing existing O&M processes, incident response plans, and cross‑organisational protocols. They will develop and implement maintenance plans, direct staff and contractors, ensure safety and regulatory compliance, control budgets, and drive continuous improvement through training and technology adoption. • Supervise full‑time Roads O&M contract performance staff. • Review and improve existing O&M processes, incident response and diversion plans. • Coordinate with emergency services to ensure road network emergency protocols. • Develop and implement comprehensive road maintenance plans aligned with client priorities. • Monitor contractor performance and ensure compliance with safety, quality, and regulatory standards. • Manage O&M budget, control costs, and identify cost‑saving opportunities. • Lead, coach, and develop internal O&M teams and third‑party subcontractors. • Oversee procurement and negotiation of O&M contracts with subcontractors. • Drive training, upskilling, and manpower planning programs for O&M personnel. • Analyse O&M data and incidents to optimise efficiency and performance. • Evaluate and recommend new technologies and industry best practices. • Ensure accurate record‑keeping and preparation of periodic reports.

What You Bring
Candidates must hold a civil engineering degree with at least 25 years of experience in road O&M projects; a master’s degree is preferred. Strong project management, problem‑solving, leadership, and stakeholder management skills are required, along with fluency in English (Arabic an advantage).
