About the Role
The role involves project planning, defining goals, and organizing engineering tasks to meet client objectives while managing budgets, schedules, and contract terms. The manager will also formulate pursuit strategies, support proposal development, negotiate pricing, and oversee project execution from concept through detailed design, coordinating with utilities, authorities, and stakeholders. Ensuring compliance with corporate policies, sustainability metrics, and quality assurance standards is a key responsibility. • Lead design teams on large Design‑Build and Alternative Delivery rail transit projects. • Develop project plans, define goals, and coordinate engineering tasks to meet client objectives. • Manage budgets, schedules, and contract terms to achieve financial targets and on‑time delivery. • Formulate marketing and pursuit strategies with business development, including teaming partner plans. • Support proposal development, pricing negotiations, and subcontractor coordination. • Oversee project execution from concept through 30 % design, ensuring accurate costing and scheduling. • Coordinate with utilities, authorities, stakeholders, and third parties to satisfy requirements. • Represent Parsons with clients and subcontractors, negotiate scope changes, and secure additional work. • Establish and monitor Project Execution, Health & Safety, and QA/QC plans. • Mobilize resources across offices and subsidiaries to build effective project teams. • Promote technical and commercial excellence through quality assurance processes.

What You Bring
Parsons is seeking a talented Design Manager for its Rail Transit team. The manager will lead design teams on large Design‑Build and Alternative Delivery projects, working closely with contractor partners to deliver rail transit systems and related facilities. Applicants must hold a four‑year degree in Civil Engineering or a related discipline and be a licensed Professional Engineer. At least ten years of relevant experience, including design‑manager experience on Design‑Build or other alternative delivery projects, is required. Strong leadership, teamwork, communication skills, and familiarity with industry regulations and current technology are essential; experience with the MBTA is preferred. • Direct scope, commercial performance, and integration of transit‑oriented development, urban design, and sustainability goals. • Hold a 4‑year degree in Civil Engineering or a related field. • Possess at least 10 years of relevant experience, including design‑manager experience on Design‑Build/ADP projects. • Be a licensed Professional Engineer. • Demonstrate strong written and oral communication skills. • Experience with the MBTA is strongly preferred. • Knowledge of industry practices, regulations, and current technology.
