About the Role
The role focuses on regulatory and environmental compliance for the Hudson Tunnel Project, reviewing design documents, submittals and permit requirements, and ensuring alignment with the NEPA Final Environmental Impact Statement (FEIS) and Record of Decision (ROD). The incumbent will coordinate with the team, update schedules with mitigation constraints, and provide guidance on federal, state and local permitting. • Review submittals, design documents, and design changes for compliance with NEPA, FEIS/ROD, and federal, state, and local permits. • Evaluate design drawings and specifications, including environmental studies, to ensure conformance with regulatory requirements. • Examine RFQs and RFPs to verify incorporation of permit and FEIS/ROD requirements. • Incorporate timing restrictions, mitigation measures, and compliance constraints into the project schedule. • Attend weekly team meetings and workshops to provide regulatory status updates and answer compliance questions. • Conduct regulatory compliance reviews of federal, state, and local permits and advise on FEIS/ROD adherence. • Identify permit and environmental impacts associated with work elements and determine required permits. • Interpret scientific data and specifications, preparing technical memorandums.

What You Bring
Candidates must hold a bachelor’s degree in environmental science, geology or a closely related discipline and have extensive experience working with agencies such as USACE, USFWS, NMFS, NJSHPO, NJSE and NJDEP. Strong technical writing, analytical and communication skills are essential, together with a valid driver’s license and the ability to travel throughout the NY/NJ metro area. Preferred attributes include subject‑matter expertise in environmental and social sustainability, project or programme management experience, business acumen, and the ability to engage a wide range of stakeholders collaboratively. Effective presentation skills and the capacity to translate technical topics for diverse audiences are also valued. • Hold a bachelor’s degree in environmental science, geology, or a related field. • Possess extensive experience with regulatory agencies such as USACE, USFWS, NMFS, NJSHPO, NJSE, and NJDEP. • Demonstrate strong technical writing, analytical, and communication abilities. • Maintain a valid driver’s license and ability to travel throughout the NY/NJ metro area. • Prior experience securing USACE and NJDEP DLUR permits. • Knowledge of NEPA FEIS/ROD documentation. • Subject‑matter expertise in environmental and social sustainability. • Experience in project or programme management and business acumen. • Ability to engage diverse internal and external stakeholders collaboratively. • Skill in presenting technical topics clearly to varied audiences.

Benefits
