About the Role
The role performs the range of agent activities associated with planning, siting and acquisition of permits and land rights for the construction, operation and maintenance of electrical and gas utility facilities. It works under minimal supervision, conferring on unusual matters and allowing appreciable latitude for unreviewed actions. The position splits time equally between Right‑of‑Way (ROW) duties and administrative responsibilities, with admin tasks being the primary focus. Key duties include negotiating with landowners and their legal representatives for easements and condemnations, preparing easement packages and conducting abstract searches, and obtaining permits from state and local agencies such as Conditional Use, railroad and DOT permits. The incumbent also represents Xcel Energy before regulatory boards and planning commissions, prepares project summaries, and makes presentations to obtain approvals. Additional responsibilities involve limited route planning, ensuring compliance with permit conditions, conducting post‑construction damage assessments, and supporting internal teams with land‑rights management. • Negotiate land rights and easements with owners and legal representatives, up to condemnation. • Prepare and submit easement packages, permit applications (Conditional Use, railroad, DOT) and related documentation. • Represent Xcel Energy before local regulatory agencies, boards, and planning commissions. • Conduct limited planning, route analysis, and site development for utility facilities. • Ensure compliance with permit conditions, easement terms, and perform post‑construction damage assessments. • Provide land‑rights support to internal departments, including valuation and scheduling.

What You Bring
Minimum qualifications are a bachelor’s degree in real estate, land‑use planning, management or business (or an equivalent combination of education and 8 years experience) and at least two years of increasingly complex siting, acquisition or land‑rights management experience. Preferred qualifications include project‑management experience and proficiency with PowerApps, SAP, Microsoft Office Suite, Versatile software and Visio Professional. • Hold a Bachelor’s degree in real estate/land‑use or equivalent 8 years experience; 2+ years complex siting/acquisition. • Proficient in PowerApps, Microsoft Office (Teams, Planner, Project), SAP, Visio, and Versatile software.
