About the Role
The role provides pre‑construction and construction‑phase owner representation on medium‑ to large‑scale projects, either as part of a team or independently. Core responsibilities include managing cost, schedule, and quality on behalf of the client and acting as the primary liaison with contractors, designers, and stakeholders. Key duties involve collaborating with the delivery team to identify risks, reviewing and tracking project schedules, leading or participating in progress meetings, and overseeing quality‑assurance inspections. The incumbent will document and resolve issues, evaluate change‑order proposals, coordinate accreditation testing, manage third‑party specialty installations, and oversee punch‑list and close‑out activities including training and warranty documentation. • Provide pre‑construction and construction‑phase owner representation for medium‑ to large‑scale projects. • Manage cost, schedule, and quality on behalf of the client/owner. • Identify project risks and develop mitigation strategies with the delivery team. • Review, verify, and track project schedules for feasibility and progress. • Lead or participate in progress meetings and document outcomes. • Conduct and oversee QA inspections to ensure contract compliance. • Review change‑order proposals, negotiate terms, and coordinate approvals. • Coordinate accreditation testing, third‑party specialty installations, punch‑list, and close‑out documentation.

What You Bring
MBP is looking for senior leaders in design and construction to support complex projects in the Washington/Baltimore DC metro area. Candidates must have at least ten years of combined education and experience and deep expertise in secure facility design, including SCIFs, and related accreditation processes. Experience with new or renovated labs, data centers, and high‑density power and multi‑class IT/AV systems is preferred. Qualifications include a high school diploma/GED with 15 years of relevant experience or a bachelor’s degree in engineering, architecture, construction management, or a related field with at least ten years of experience. Candidates must understand ICD‑705/ICS‑705 standards, possess or obtain an OSHA 30‑hour certification, and have solid knowledge of construction codes, materials, and methods. Preferred certifications are CQM (Construction Quality Management) and CCM (Certified Construction Manager). The position requires strong independent work habits, diplomatic communication, problem‑solving ability, expertise in QA/QC techniques, and proficiency with Microsoft Office and web‑based tools. Physical capability to work on construction sites, navigate uneven terrain, and operate in various weather conditions is also required. Applicants must pass a criminal background check, provide references, and be U.S. citizens authorized to work without sponsorship. • Hold 10+ years of experience with a related bachelor’s degree or 15+ years with high school/GED. • Know ICD‑705/ICS‑705 standards and applicable construction codes, materials, and methods. • Maintain OSHA 30‑hour certification (or obtain within three months). • Preferred CQM and CCM certifications. • Demonstrate strong independent work ethic, diplomatic communication, and problem‑solving skills. • Proficient with Microsoft Office, email, internet navigation, and web‑based tools.

This is a full‑time position with a salary range of $123,000 to $178,000 per year.
