About the Role
The Senior Construction Manager supports project acquisition with public agencies and acts as the technical and administrative representative for the owner during construction of public and quasi‑public infrastructure projects. Key responsibilities include managing in‑house and sub‑consultant contracts, overseeing testing and surveying services, driving business development for the Southern California program, and supervising field teams across multiple projects while maintaining strong client and oversight relationships. A solid grasp of public and private contract requirements, relevant codes, and construction technical skills is essential. • Coordinate subcontractors, scheduling, and quality control • Prepare the Construction Management Plan • Develop and implement contract administration procedures covering documents, changes, time, cost, quality, and safety • Create procurement schedules, subcontract scopes, and conduct constructability and value‑engineering reviews • Administer and manage overall construction activities • Monitor design progress relative to construction requirements • Perform value‑engineering and constructability assessments • Lead local bidding efforts for field‑issued quotes • Assist in procuring purchase orders and subcontract packages • Manage document control processes • Review and expedite construction submittals, shop drawings, and payment applications • Prepare, issue, and negotiate change orders • Analyze baseline and updated construction schedules • Control project budget and schedule performance • Oversee quality assurance, control, and inspection services • Ensure subcontractor compliance with health and safety programs • Update project schedules, pay requests, and regular progress, budget, and schedule reports • Set up project sites and temporary facilities

What You Bring
Projects may involve highways, bridges, aviation, maritime, transit, rail grade separations, and other transportation‑related work. Preferred qualifications include a Professional Engineer license (or ability to obtain within one year), at least 10 years of relevant experience, proven business‑development success, and familiarity with Caltrans or similar DOT work, plus a valid driver’s license. Required qualifications are a bachelor’s degree in Engineering, Architecture, Construction Management or a related field, ten or more years of construction planning and management experience, proficiency with Microsoft Office and construction software such as Procore, Primavera, and Bluebeam, strong interpersonal skills, and a commitment to HDR’s employee‑owned, inclusive culture.
