About the Role
Key duties include establishing the Program Risk & Opportunity Management Plan, facilitating risk workshops, maintaining a living risk and opportunity register, and coordinating with compliance, quality, safety, engineering, supply chain, and field teams to surface operational risks early. The manager will also drive opportunity identification, integrate risk data into performance reviews, and communicate risk status to DHS, CBP, contractors, and other stakeholders. • Develop and maintain the Program Risk & Opportunity Management Plan (ROMP). • Facilitate IPT‑level risk workshops, pre‑mortems, and risk‑based planning reviews. • Create and update a living Risk & Opportunity Register linked to cost and schedule impacts. • Coordinate early risk identification with Compliance, Quality, Safety, Engineering, Supply Chain, and Field teams. • Escalate cross‑cutting risks to PMO and DHS stakeholders with clear mitigation accountability. • Identify and track schedule acceleration and value‑add opportunities such as modularization and digital delivery. • Integrate risk posture data into monthly performance reviews and DHS deliverables. • Analyze and mitigate risks related to land acquisition, environmental compliance, permitting, utility relocation, supply chain disruptions, and cost escalation. • Manage risk tools (ARM, Predict!, Primavera/Deltek/SharePoint) and ensure they are integrated with scheduling, engineering, QA, and cost functions. • Provide consistent risk, milestone, and progress updates via dashboards, reports, and executive briefings. • Apply strong analytical skills to assess complex data and develop effective mitigation strategies. • Communicate complex risk information clearly to stakeholders at all organizational levels. • Lead cross‑functional teams in a matrixed environment without direct authority. • Utilize expertise in compliance audits, supply chain optimization, quality assurance, and safety management.

What You Bring
Candidates must be U.S. citizens, hold a bachelor’s degree in engineering, construction management, project management or a related field, and possess at least ten years of risk management experience on large‑scale construction programs. Required competencies include strong analytical and strategic thinking, proven ability to implement risk frameworks, and excellent communication and leadership skills in a matrixed environment. Desired qualifications include PMP, PMI‑RMP, ISO 9001 Lead Auditor, or OSHA certifications, as well as deep knowledge of federal, state and local regulations, supply chain optimization, quality assurance, and safety management. Experience with risk‑adjusted cost estimating, earned value management, and tools such as ARM, Predict!, Primavera, Deltek, or SharePoint is preferred. • Demonstrate US citizenship and ability to obtain a DHS suitability determination. • Leverage at least 10 years of risk management experience in large‑scale construction programs. • Exhibit strategic mindset for long‑term risk planning aligned with business objectives. • Possess certifications such as PMP, PMI‑RMP, ISO 9001 Lead Auditor, or OSHA Safety Certification.
