About the Role
In this senior PMO role, the lead will serve as the key resource for the Capital Baseline, integrating it across functions, defining progress measurement, controlling changes per governance, and assessing estimates, costs, risks, and schedule updates. Responsibilities also include developing annual budgets, analyzing cost trends, driving process improvements, building scalable data structures, and guiding monthly and annual reporting to ensure accurate, timely information for decision‑making. • Manage Authority's Capital Baseline and associated technical documents, systems, and data. • Integrate baseline across functions, coordinating with the PMO Cost Control team. • Define and track progress against the Capital Baseline, controlling changes per governance. • Assess estimates, costs, risks, and schedule updates for baseline adherence. • Develop annual budgets and multi‑year forecasts for specialist program sections. • Analyze cost trends and risks, recommending mitigations to align with estimates. • Drive process, procedure, and system improvements within the Risk Management Office. • Build scalable Work Breakdown Structure and Asset Breakdown Structure for reporting. • Partner with the Reporting function to shape monthly and annual reporting priorities and timeliness. • Serve as subject‑matter expert on baseline consistency, robustness, and data quality. • Continuously review and improve baseline processes, structures, and data.

What You Bring
The position requires a BA/BS with at least 10 years of relevant experience, including two years of leadership, and U.S. citizenship. Preferred qualifications include a degree in construction management, engineering, business or project management, 10+ years in transit or program controls, strong expertise in project management, data and cost control, stakeholder coordination, and proficiency with Microsoft Office, Visio, PowerBI, and Primavera P6. • BA/BS plus 10 + years relevant experience, including at least 2 years leadership; US citizenship required. • Degree in Construction Management, Engineering, Business Management, Project Management or related field preferred. • 10 + years experience in transit or program controls with strong project management, data management, and cost control expertise. • Proven ability to analyze cost data, develop solutions, and maintain accurate project records. • Experience leading and motivating controls teams on major programs. • Strong stakeholder liaison, coordination, and negotiation skills. • Expertise in developing reporting, controls, and baseline management methodologies. • Proficient in Microsoft Office, Visio, desktop publishing, PowerBI, and Primavera P6. • Excellent communication, time‑management, organizational, and detail‑orientation skills.
