About the Role

In this role you will act as the secondary on‑site point of contact for the client’s Contracting Officer, lead project management for the contract, and supervise the Parsons CMa team under the Program Manager’s direction. You will oversee a geographically dispersed, multi‑disciplinary staff through design, construction, commissioning, and closeout phases, ensuring timely deliverables, budget compliance, safety, and quality. Additional duties include recruiting and onboarding talent, maintaining senior‑level communication with contractors and government officials, developing long‑term program roadmaps, reporting technical and financial status, and managing risk. • Serve as secondary on‑site point of contact for the client’s Contracting Officer and CO Representative. • Act as Lead Project Manager for the contract, supervising the Parsons CMa team. • Oversee a geographically dispersed, multi‑disciplinary staff through all project phases. • Manage internal project phases to ensure planning, mobilization, sustainment, and execution. • Ensure timely submission of deliverables meeting contract requirements. • Assist HR/Talent Acquisition in recruiting, hiring, and onboarding qualified personnel. • Implement CMa services to achieve on‑schedule, on‑budget, safe, and quality project outcomes. • Maintain senior‑level communication with Contractor and Government organizations. • Develop and review task plans and deliverables for multiple concurrent projects. • Create long‑term program roadmaps and monitor alignment of operational activities. • Produce technical, financial, and performance status reports for government and leadership. • Oversee completion of assigned tasks and projects, ensuring compliance and quality. • Identify, prioritize, and mitigate project risks, escalating issues as needed. • Maintain expertise in Federal Government contracting, acquisition, and procurement processes.

What You Bring

The ideal candidate holds a bachelor’s degree in engineering or a related field, possesses 15+ years of experience in life‑cycle program management of multi‑million‑dollar federal construction programs, and has at least three years managing design or construction of Institutional Group I‑3 facilities such as correctional centers or prisons. Strong written and oral communication, senior‑level leadership, expertise in federal contracting and procurement, P&L management, and advanced risk‑mitigation skills are required. U.S. citizenship, a valid driver’s license, and the ability to pass federal background checks are mandatory. Preferred qualifications include Professional Engineer registration, PMP or CCM certification, and experience with web‑based project management tools such as Procore or USACE RMS. Candidates should demonstrate a track record of process improvement, matrixed‑organization leadership, and long‑term client relationship building, as well as expertise in design reviews, SOW development, cost estimating, and critical path schedule analysis. • Hold a bachelor’s degree in engineering or related field and 15+ years of program management experience. • Possess at least three years managing design/construction of Institutional Group I‑3 facilities. • Demonstrate strong written/oral communication and senior‑level leadership abilities. • Experience in profit and loss (P&L) management and construction management best practices. • U.S. citizen with ability to pass federal background checks, valid driver’s license, and DHS suitability.
