About the Role
Provide services to support projects that require certified payroll and prevailing wage compliance within the region or business unit, maintaining the electronic compliance system and assisting with site audits and subcontractor guidance. • Apply basic understanding of federal, state and local prevailing wage laws (DBRA, Service Contract Act, Walsh Healy Act, etc.) to support projects. • Monitor contractor and subcontractor reporting requirements to ensure compliance with prevailing wage regulations. • Review compliance requirements and obtain necessary reporting information from subcontractors. • Ensure subcontractors have approved apprenticeship programs; validate certificates, apprenticeship ratios, and process pay restitution as needed. • Conduct audits of subcontractor documents for accuracy and compliance, addressing any findings. • Oversee or conduct prevailing wage interviews on project sites and manage related documentation in the certified payroll system. • Match interview findings to subcontractor payroll submissions, identify discrepancies, and escalate as required. • Monitor attendance of prevailing wage audits/interviews according to policy volume guidelines and coordinate with project staff. • Administer the electronic certified payroll compliance system and required owner/lender websites. • Verify accuracy of prevailing wage records, including daily work logs and fringe benefits. • Ensure timely submission of certified payroll for contractors and subcontractors; audit reports for compliance and request revisions when necessary. • Verify resubmission of restitution documents for wage underpayments. • Follow record retention guidelines and archive payroll records appropriately. • Maintain accurate files of certified payroll reports, affidavits, and related documents; provide access for review and cooperate with audits. • Visit project sites to confirm display of required U.S. Department of Labor posters and related notices. • Reference Turner Government Contracting Policy and Procedures Manual for prevailing wage guidance. • Participate in prevailing wage training and development as directed. • Employ effective active listening and follow‑up practices. • Apply problem‑solving and analytical capabilities. • Collaborate professionally with colleagues and stakeholders. • Occasional travel may be required.

What You Bring
The role primarily involves seated computer work with occasional visits to project sites. Employees must be able to lift up to 10 lb regularly and up to 25 lb occasionally, and may travel short or long distances. Work is performed in office settings and, at times, on construction sites where exposure to noise, mechanical equipment, weather, and other hazards may occur, requiring adherence to safety policies. • Associate’s Degree and 2 years of certified payroll experience, or equivalent education/experience. • Construction or construction‑related industry experience (desired). • Working knowledge of certified payroll policies, operations, and processes. • Knowledge of Davis‑Bacon and Related Act (DBRA) and other applicable regulations. • Demonstrate high integrity, maintain confidentiality, and exercise discretion. • Exhibit professional verbal and written communication skills. • Proficient in electronic certified payroll systems (e.g., LCP Tracker, Elation, eMars), MS Office, advanced Excel, and Outlook.

Benefits
The salary range for this position is estimated at $50,000 to $73,000 annualized.
