About the Role

The Sector Quality Manager role in the Central region provides operational leadership and oversight for quality management of a large‑scale program supporting a major government customer’s border security infrastructure. Parsons will deliver Owner Agent Construction Management Services, including program management, construction management, risk management, scheduling, cost estimating, progress reporting, quality assurance, safety, and other supporting services. In this position you will lead and manage quality practices for your assigned sector, supervising a large group of quality inspectors across multiple projects. You will implement the Parsons Quality Management System and client‑specific standards, aggregate performance data, report sector‑level metrics, and ensure timely closure of Nonconformance Reports. Additional duties include establishing audit schedules, conducting audits, preparing and approving quality manuals, and providing technical guidance and mentorship to quality professionals. • Lead and manage quality practices for the assigned sector, supervising quality inspectors. • Implement program Quality Systems aligned with Parsons QMS and USACE QA/QC standards. • Aggregate quality performance data and report sector‑level metrics. • Supervise timely management and closure of Nonconformance Reports (NCRs). • Establish audit schedules, conduct audits, and ensure corrective actions are taken. • Prepare, review, and approve quality manuals, plans, and procedures for compliance. • Provide technical guidance and mentorship to quality professionals within the sector. • Maintain Parsons quality‑related certifications and support quality governance. • Ensure U.S. citizenship and obtain required DHS suitability determination. • Apply ISO 9000, ASME, ANSI, ASTM standards in implementing quality systems. • Manage large teams and complex projects, including performance reporting and data aggregation.

What You Bring

The role requires U.S. citizenship and the ability to obtain a DHS suitability determination. Candidates must hold a bachelor’s degree in engineering, construction, project management, business, or a related quality discipline, and possess at least ten years of quality experience with five years in a supervisory or management capacity. Familiarity with USACE QA/QC standards, EM 385‑1‑1 safety requirements, ISO 9000, and other federal construction quality protocols is essential, along with strong communication, analytical, and problem‑solving skills. Preferred qualifications include a master’s degree, ISO‑9000 Lead Auditor or ASQ Certified Quality Engineer certification (or the ability to obtain them within six months), and membership in a nationally recognized quality organization. Advanced knowledge of risk management and corrective/preventive action systems is also valued. • Hold a bachelor's degree in engineering, construction, project management, business, or a related field. • Possess 10+ years of quality experience, including 5+ years in supervisory or management roles. • Demonstrate familiarity with USACE QA/QC standards, EM 385‑1‑1 safety requirements, and federal construction quality protocols. • Exhibit strong communication, analytical, and problem‑solving abilities. • Experience managing QA programs for large‑scale federal infrastructure projects. • Desired: Master's degree in a related discipline. • Desired: Certified ISO‑9000 Lead Auditor, ASQ Certified Quality Engineer, or equivalent certifications. • Desired: Membership in a nationally recognized quality organization and advanced risk management knowledge.
