About the Role
You will be accountable for the PMO and project controls services performance on assigned commissions and will manage and direct clients, consultants, contractors, and the project team on all related matters. As the subject matter expert, you will lead the administration of cost, schedule, change, risk, and reporting processes, develop and manage the baseline scope, time, cost, and risk, and monitor delivery performance, changes, and contingencies, including quantitative risk analysis. All activities must comply with MPA control centre standards, client requirements, and prevailing legislation. • Accountable for PMO and project controls performance on assigned commissions. • Manage and direct clients, consultants, contractors, and project teams on PMO matters. • Act as subject matter expert for PMO and project controls across projects, programs, and portfolios. • Lead administration of cost, schedule, change, risk, and reporting processes. • Develop and manage baseline scope, schedule, cost, and risk; monitor delivery performance and contingencies. • Ensure compliance with MPA control centre standards, client requirements, and legislation.

What You Bring

The role requires a degree in civil engineering or project management, expert knowledge of PMO and project controls tools and software, and practical experience with data analytics, Power BI, and reporting suites. Membership in RICS, CIOB, APM, ICE or an equivalent professional body, leadership experience managing large diverse teams, and a proven track record of senior stakeholder engagement are also required. Additional advantages include tunneling experience, experience on Federal Transit Agency projects, familiarity with agencies such as PANYNJ, NJT, MTA, LIRR, Amtrak, and delivery in programs or portfolios valued over $1 billion. • Hold a degree in civil engineering or project management. • Expert knowledge of PMO and project controls tools, techniques, and software. • Proficient in data analytics, intelligent reporting, Power BI, and reporting suite tools. • Member of RICS, CIOB, APM, ICE, or an equivalent professional body. • Leadership experience managing large, diverse teams. • Experience managing relationships with senior stakeholders. • Tunneling experience and background in Federal Transit Agency projects. • Familiarity with transit agencies such as PANYNJ, NJT, MTA, LIRR, and Amtrak. • Delivery experience in programs or portfolios valued over $1 billion (advantage).

The estimated starting salary for this position is $180,000–$250,000, varying based on permissible, non‑discriminatory factors such as experience, skills, and qualifications.
