About the Role
The Safety and Security Certification Manager will support technical and engineering projects across the United States. Reporting to the Safety Assurance Director and working closely with project management, the role provides expertise and technical assistance for implementing client System Safety Program Plans. The manager will collaborate with site management, labor representatives, and external stakeholders to ensure safety and security compliance. Key responsibilities include developing and implementing project safety plans, supervising safety performance, reviewing contractor qualifications, and conducting safety audits and inspections. The manager will oversee system safety and security certification programs, perform threat and vulnerability assessments, and ensure compliance with federal regulations such as 49 CFR 659, 670/673, and 270, as well as FTA and FRA guidelines. Training staff, managing hazard analyses, and representing Parsons at national safety conferences are also part of the role. • Develop and implement design office and project safety plans • Supervise safety performance, qualifications, and programs across projects • Review contractor safety qualifications and conduct safety audits and inspections • Lead pre‑job safety conferences with labor relations representatives • Coordinate workers’ compensation case management and medical care for injured employees • Analyze loss control reports and ensure compliance with regulatory codes • Represent Parsons at national safety conferences and industry events • Manage system safety programs to meet FTA/FRA standards and 49 CFR requirements • Create and execute Safety & Security Certification programs per FTA Handbook and MIL‑STD‑882 • Perform threat and vulnerability assessments using APTA and security risk methodologies • Provide training on system safety certification processes for staff • Conduct hazard analysis, verify mitigation measures, and certify system integration requirements • Maintain extensive knowledge of federal and state health and safety regulations

What You Bring
Qualified candidates hold a Bachelor’s degree in Occupational Safety and Health or a related field, or equivalent experience, and typically possess more than ten years of health‑and‑safety experience, including supervisory responsibilities. Professional certifications are preferred, and candidates must demonstrate extensive knowledge of federal and state safety regulations, strong communication skills, and the ability to lead teams. No security clearance is required for this position on the Critical Infrastructure team. • Hold a Bachelor’s degree in Occupational Safety & Health or related field (or equivalent experience) • Possess 10+ years of health and safety experience, including supervisory roles • Demonstrate strong written and oral communication skills • Ability to lead and manage teams in a supervisory capacity
