About the Role
The Engineering Manager role will manage and develop the structural engineering staff, lead key project pursuits, mentor staff through project development, and implement QA/QC for deliverables. The position may serve as a technical task lead on large bridge and wall design programs exceeding $250 million in installed cost. Key duties include providing direction for the structural discipline, developing staffing budgets, maintaining appropriate staffing levels, reviewing forecasts, and ensuring deliverable quality meets design criteria and owner recommendations. The manager will work closely with Project Managers to resolve staffing, quality, schedule, or productivity issues, establish and improve discipline procedures, and support pre‑contract and business development efforts. Recruiting responsibilities involve interviewing, hiring, onboarding, evaluating performance, offering development, and handling corrective actions or terminations as needed. The manager also participates in the Quality Improvement Program, may chair discipline committees, and serves as the structural task lead on TxDOT contracts, providing expert guidance to Project Managers and Task Leaders. • Lead and manage structural engineering staff, overseeing staffing, budgets, and performance. • Serve as technical task lead on large bridge and wall design programs exceeding $250 million. • Develop and enforce QA/QC standards, monitor deliverable quality and schedule adherence. • Collaborate with Project Managers to resolve staffing, quality, schedule, and productivity issues. • Establish and improve discipline procedures and support business development as technical consultant. • Recruit, hire, onboard, evaluate, mentor, and take corrective actions for engineering personnel. • Participate in the Quality Improvement Program and may chair discipline committees. • Provide expert guidance on TxDOT contracts and act as structural task lead. • Build TxDOT relationships, manage diverse personalities, and lead project delivery.

What You Bring
Required qualifications are a Master’s degree in Civil Engineering or a related field, 25 + years of relevant experience with supervisory and managerial responsibilities, and an active Professional Engineer license with membership in a professional society. Candidates must possess deep knowledge of current bridge design criteria, engineering software, and the ability to develop structural repair and retrofit solutions in the field. Desired skills include developing TxDOT relationships, managing diverse personalities for staff development and retention, leading successful project deliveries, and chairing program development within Parsons’ Bridge Technical Organization. No security clearance is required for this position on the Critical Infrastructure team. • Hold a Master’s in Civil Engineering, 25 + years experience, active PE license, and professional society membership. • Demonstrate expertise in bridge design criteria, engineering software, and field repair/retrofit solutions.
