About the Role

The specialist is responsible for overseeing wet utility construction on a major airport airfield and runway development, focusing on quality assurance and compliance with project and aviation standards. • Conduct detailed inspections of wet utility works such as potable water, firefighting, stormwater drainage, sewage, and irrigation systems. • Verify construction activities against approved drawings, specifications, ITPs, and method statements. • Witness and oversee tests including pressure, leakage, flushing, chlorination, and CCTV inspections. • Monitor installation of pipelines, chambers, manholes, valves, hydrants, and associated civil works. • Ensure materials, workmanship, and installation meet project quality standards and authority requirements. • Review and close inspection comments, punch lists, and non-conformances. • Coordinate with civil, pavement, dry utilities, and MEP teams to manage interfaces and avoid clashes. • Liaise with contractors, subcontractors, consultants, and authorities to resolve technical and inspection issues. • Support tie-ins, diversions, and connections within airside and operational areas. • Prepare inspection reports, NCRs, and compliance records, maintaining logs and approval documentation. • Assist in preparing as-built drawings and handover documentation. • Verify compliance with HSE plans, risk assessments, and method statements, monitoring safe work practices for excavations, confined spaces, and live services. • Ensure adherence to permit-to-work systems and airside safety procedures.

What You Bring

The position requires a strong educational background in civil engineering and relevant experience in wet utilities projects. • Bachelor’s degree in Civil Engineering or related field. • Minimum five years experience in wet utilities construction, supervision, or inspection on large infrastructure projects. • Experience with airport, airfield, runway, or major infrastructure projects preferred. • Strong knowledge of wet utility systems (potable water, firefighting, drainage, sewage). • Familiarity with standards and codes such as AWWA, ASTM, BS, and local authority regulations. • Ability to interpret utility drawings, profiles, and inspection test plans. • Proficient in inspection, reporting, and quality control processes. • Skilled in MS Office and reporting tools; experience with document control systems like Aconex. • Knowledge of authority approval processes, third-party inspections, and QA/QC procedures including NCR management.
