About the Role
The Southeast U.S. Proposal Manager role is a dynamic marketing position that drives proposal development for power, waste, and industrial sectors. Working closely with business development leaders and technical teams, the manager creates persuasive proposal and interview materials that showcase HDR’s engineering capabilities and leads client development plans to expand market share and revenue. In this role, the manager leads pursuit teams, manages proposal schedules, oversees quality reviews, and coaches interview teams to deliver compelling messages. They also maintain branded material inventories, support strategic planning, coordinate conference sponsorships, partner with communications for content marketing, develop internal communications, mentor staff, and manage budgets, CRM systems, and data integrity. • Maintain a strong understanding of market trends and drivers impacting clients. • Develop and implement client plans, including long‑term strategies to capture market share. • Engage appropriate marketing services resources in pursuit teams. • Help engage appropriate project management and technical talent in pursuit teams. • Lead pursuit teams in creating and implementing effective win strategies (capture planning). • Facilitate go/no‑go decision process per HDR’s Matrix of Authority. • Drive pursuit teams to develop persuasive proposal and interview materials. • Develop and manage proposal schedules and ensure compliance for key pursuits. • Lead quality reviews of proposal and interview materials. • Coach interview teams to deliver key messages effectively during presentations. • Recognize and celebrate regional/sector pursuit successes and milestones. • Maintain and manage inventory of branded materials for client visits, conferences, and recruiting. • Support development of annual and long‑term strategic plans, including growth initiatives and prioritizing investments. • Plan and fulfill conference sponsorship benefits as needed. • Actively participate in professional associations to elevate HDR’s brand in target markets. • Partner with communications team to develop content marketing campaigns that strengthen brand and showcase thought leaders. • Develop engaging internal communications content (announcements, presentations, videos, webinars). • Train and mentor employees on business development and marketing best practices. • Arrange professional photography on projects. • Support management of business development and marketing budgets. • Manage client relationship management and financial systems for reporting metrics and dashboards. • Maintain accurate regional and sector project and resume data in business development systems.

What You Bring
Successful candidates have at least five years of relevant A/E/C industry experience, a self‑starter attitude, sales and win‑strategy expertise, strong written and verbal communication skills, and proficiency with Microsoft Office and Adobe InDesign. Preferred qualifications include a bachelor’s degree, deep knowledge of professional‑services procurement, and willingness to travel for in‑person engagement. • Bachelor’s degree in a related field. • Deep knowledge of A/E/C industry procurement of professional services. • Ability and desire to travel and engage with others in person. • Minimum of 5 years relevant industry experience. • Demonstrated self‑starter with a history of completing projects with limited oversight. • Experience in sales and developing effective win strategies. • Excellent written and verbal communication skills. • Proficient in Microsoft Office applications (Outlook, Word, Excel, PowerPoint). • Proficient in Adobe Creative Cloud applications (InDesign).
