About the Role

The Senior Construction Manager assists in pursuing projects with public agencies and, once contracts are awarded, technically and administratively represents the project owner on a variety of public and quasi‑public infrastructure projects. In this role you will manage in‑house and sub‑consultant contracts and staff, serving as the point person for construction contract oversight. Additional duties include business development with clients, marketing HDR services, and supervising field teams on large or multiple projects across Southern California while maintaining strong client and stakeholder relationships. • Coordinate subcontractors, schedules, and quality control. • Develop and maintain the Construction Management Plan. • Create contract administration procedures covering documents, changes, time, cost, quality, and safety. • Manage procurement, construction schedules, subcontract scopes, and conduct constructability and value‑engineering reviews. • Administer overall construction activities and monitor design progress. • Conduct value‑engineering and constructability assessments. • Lead local bidding efforts and obtain field quotes. • Procure purchase orders and subcontract packages. • Oversee document management and submittal reviews, including shop drawings and pay applications. • Prepare, issue, and negotiate change orders. • Analyze baseline and updated construction schedules. • Control project budget and schedule performance. • Manage quality assurance, inspections, and compliance with health and safety programs. • Generate and update project schedules, pay requests, and regular progress reports. • Set up project sites and temporary facilities.

What You Bring

Preferred qualifications include a Professional Engineer (PE) license or the ability to obtain one within one year, at least ten years of experience on highway, bridge, transit, or rail projects, and a proven business‑development track record. Southern California experience, especially with Caltrans or similar DOT work, is preferred, and the position requires a valid driver’s license in compliance with HDR’s vehicle policy. Required qualifications are a bachelor’s degree in engineering, architecture, construction management or a related field, or equivalent experience, and a minimum of ten years in construction planning and management covering contracts, document, time, cost, quality, change, and safety management. Proficiency with Microsoft Office and construction‑management software such as Procore, Prolog, Primavera, or Bluebeam, strong interpersonal skills, and a commitment to HDR’s employee‑owned culture are essential.
