About the Role

The Sr. Manager, Estimating is a subject‑matter expert responsible for government‑facilities cost estimating, program planning, and technical evaluations. The role utilizes published estimating standards, historical data, and a bottoms‑up approach to produce detailed time‑to‑task Basis of Estimates, and it is performed remotely with up to 25 % travel. Key duties include developing labor and full‑time‑equivalency models, creating material and resource plans, drafting clear statements of work, and reviewing subcontractor proposals for technical merit and cost realism. The manager also leads a structured estimating methodology across project leads and ensures justification of all labor, material, and equipment requirements. • Develop detailed time‑to‑task labor estimates and full‑time‑equivalency models using published standards and historical data. • Implement a leader‑to‑lead estimating methodology to ensure consistency across project leads and craftsmen. • Provide justification for all labor hours, materials, and equipment to meet RFP requirements. • Create comprehensive material, tool, and equipment lists to support accurate project execution. • Draft clear and comprehensive Statements of Work for subcontractors. • Conduct technical evaluations of subcontractor proposals, assessing merit, compliance, and cost realism. • Apply facilities maintenance, utilities, and government‑facility operational knowledge to estimate accuracy and project oversight. • Perform sensitivity analysis and document assumptions to support auditability and risk assessment.

What You Bring

Candidates must hold a bachelor’s degree in construction management, civil engineering, business, or a related field, or possess equivalent professional experience. Minimum qualifications include 15 + years of relevant experience—at least 10 years in government‑facilities estimating, maintenance, or management—and expertise in cost analysis, technical writing, and facilities operations. A valid passport, ability to obtain a government security clearance, and advanced proficiency in Microsoft Excel are required. • Hold a bachelor’s degree in construction management, civil engineering, business management, or related field (or equivalent experience). • Possess 15+ years of relevant experience, including 10+ years in government facilities estimating, maintenance, or management. • Demonstrate expertise in cost estimating, technical writing, proposal evaluation, and facilities operations. • Maintain a valid passport and obtain a government security clearance. • Proficient in Microsoft Excel and capable of handling complex datasets and estimating software. • Strong communication and collaboration skills for explaining estimating approaches to stakeholders. • Experience developing estimates for CONUS government facilities. • Familiarity with AI/large language models to enhance estimate development.
