About the Role
• Oversee the entire procurement process from initiation through contract closeout. • Review major procurements for accuracy and ensure documentation complies with regulations and policies. • Develop and maintain standard operating procedures for procurement and receipt of goods and services. • Prepare procurement documents for supplies, equipment, services, A/E, construction, and furnishings using contracts or competitive bids. • Draft pre‑award specifications, solicitations, RFIs, and proposals that align with customer requirements. • Conduct supplier research and evaluations based on price, quality, service, reliability, and other criteria. • Create supporting documentation for contract awards and purchase orders. • Record and update obligations and adjustments to keep procurement records current. • Monitor contract performance, verify compliance, and resolve any conflicts. • Coordinate delivery and installation of purchases, working with CAHSR, vendors, and contractors. • Facilitate stakeholder reviews of contract drafts (Legal, Risk Management, Audit, etc.) to mitigate risk. • Respond promptly to customer and supplier inquiries regarding order status, changes, or cancellations. • Track requisition, contract, and order status; reconcile invoices and process payments per contract terms. • Coach and mentor designated staff in procurement processes to enhance team capabilities.

What You Bring
• Hold a BA/BS with 8+ years relevant experience (or equivalent). • Preferred: Master’s degree in Business, Acquisitions, Legal or related field plus 6+ years experience. • Possess extensive knowledge of the California State Contracting Manual, bid processes, SB/DVBE requirements, and Cal eProcure/FI$Cal systems. • Hold a professional contracting certification such as FAC‑C, DAWIA Level II/III, or equivalent. • Demonstrate exceptional written and verbal communication skills. • Exhibit strong multitasking, organizational, and prioritization abilities in dynamic environments.

The position offers a competitive salary range of $100,000‑$182,000 and can be performed remotely from Sacramento.
