About the Role

The Senior Cost Manager/Quantity Surveyor will act as the primary client interface, ensuring client objectives are met through value‑added cost management. Success in this role requires strong communication, self‑motivation, independence and teamwork, while providing leadership and championing Turner & Townsend’s purpose, values and vision. The role also entails promoting a collaborative culture, implementing internal business management systems, tracking financial performance and adhering to SOX controls where required. The incumbent is expected to mentor talent, drive engineering priorities based on cost impact and serve as a role model for balanced outcomes for people, clients, stakeholders and society. • Estimate and negotiate change orders throughout the construction lifecycle. • Produce and present final cost plans and estimates. • Review cost estimates with design team and general contractor. • Reconcile data changes and ensure contractor information accuracy. • Gather project status to update cost estimates. • Prepare written comments and executive summaries on contractor submissions. • Coordinate cost information from suppliers, subcontractors, and quantity surveyors. • Prioritise engineering decisions based on cost impact. • Resolve scheduling issues proactively with minimal supervision. • Conduct cost checks and valuations on large projects, ensuring timely accuracy. • Manage post‑contract cost variances and change‑control processes. • Oversee contingency management and commitment tracking logs. • Prepare funding presentations and lead value‑engineering sessions with stakeholders. • Develop updated cost plans at key design milestones. • Provide commercial input for design optioneering and value‑engineering exercises. • Review and negotiate contractor and subcontractor pricing to achieve fair prices. • Perform quantity surveying, cost control, and change management throughout the project. • Ensure effective management of post‑contract cost variances and change controls. • Implement robust cost auditing and validation processes. • Produce monthly cost reports for client presentation. • Negotiate and finalize final accounts promptly. • Compile built‑cost estimates for benchmarking. • Identify, coach, and mentor talent to realise their potential. • Use internal software to track margins, forecasts, and financial reports. • Implement internal business management systems and delivery methodologies. • Model a collaborative culture balancing people, clients, stakeholders, and society. • Adhere to SOX control responsibilities where applicable. • Lead cost management on medium to large, complex construction projects.

What You Bring

• Exhibit leadership excellence and service delivery aligned with appointment conditions. • Hold a bachelor’s degree in construction‑related discipline (e.g., cost management, quantity surveying, engineering). • Possess 5–7 years of cost‑management experience in construction. • Be RICS accredited or working towards accreditation (preferred). • Have construction consultancy experience (strongly preferred). • Understand procurement routes, value management, and value engineering. • Demonstrate excellent communication skills.
