About the Role

• Schedule and oversee regional TOC staff training programs. • Review resumes, interview candidates, and recommend hires or promotions. • Develop TOC manuals, technical memos, and training materials. • Manage regional TOC floor operations training and conduct staff audits. • Lead and coordinate regional TOC floor staff. • Ensure daily TOC operational efficiency for traffic management, traveler information, incident handling, signal operations, and vehicle detection. • Participate in performance assessments and floor staff audits. • Monitor control room equipment status and report maintenance needs.

What You Bring

We are seeking an experienced, creative Traffic Monitoring Operations Center (TOC) Floor Manager for our Chesterfield, VA location. The role reports directly to the Regional Operations Manager and involves daily communication with staff across the region and upper‑level management. Relocation assistance and sponsorship for US employment authorization are not available. The position requires flexible schedules, 24‑hour on‑call availability, and on‑site presence during weather events or civil disasters. • Minimum: Bachelor’s degree plus eight years of relevant experience or equivalent. • Minimum: Pass state and federal criminal/background checks and VDOT fingerprint CHRC. • Minimum: Pass pre‑employment drug screening and comply with random drug testing. • Preferred: Leadership and staff‑relationship experience. • Preferred: Ability to translate technical information for non‑technical audiences. • Preferred: Experience coordinating real‑time operations under pressure. • Preferred: Familiarity with daily traffic control room operations. • Preferred: Knowledge of transportation systems, traffic engineering, and ITS. • Preferred: Experience with advanced traffic management systems. • Preferred: Proficiency in preparing technical reports, presentations, and spreadsheet analysis. • Preferred: Competence with Microsoft Office applications.
