About the Role
The role provides project supervision and regulatory and technical expertise for jurisdictional cost‑of‑service studies, revenue requirement determinations, fuel clause administration, and related projects across Xcel’s electric, gas, and thermal businesses. The incumbent also prepares and files expert testimony and may stand for cross‑examination before regulatory agencies. • Develop regulatory strategies and work plans to meet cost‑recovery objectives for electric, gas, and thermal rates. • Draft and file testimony, exhibits, and other regulatory applications. • Appear as an expert witness and support cross‑examination of contested issues. • Analyze intervener testimony and formulate responsive testimony. • Create revenue analysis plans for restructured environments and retail‑choice jurisdictions. • Coordinate data requests and auditing functions with interveners and commission staff during rate filings. • Provide technical information to commissions or departments when cases are not pending. • Collaborate with Information Services to enhance and maintain regulatory information systems. • Deliver technical assistance and training to department staff on rate regulation and reporting.

What You Bring
• Bachelor’s degree in Business, Accounting, Economics, or related field, or equivalent experience. • Minimum five years of analyst experience with demonstrated knowledge of cost‑of‑service and revenue requirement procedures. • Proficiency with databases, analytical, and reporting tools. • Detailed understanding of company accounting, budgeting, and financial forecasting systems. • Ability to appear as an expert witness before regulatory bodies. • Willingness to travel frequently overnight and work extensive overtime. • Strong communication and analytical skills.
