About the Role
The Technical Collections and Countermeasures (TC2) Program Directorate Project Controls Lead supports the HCM sector within Parsons’ finance organization. Reporting to the HCM Sector Project Controls Lead, this role currently manages a finance team of five analysts and a $170 million portfolio that includes an offline product manufacturing entity, with plans for expansion as commercial products grow. The Lead is responsible for all phases of project controls—including planning, scheduling, cost analysis, cash‑flow management, month‑end close, and rolling forecasts—while providing financial guidance to project managers and senior leadership. The position also drives growth initiatives, evaluates bid profitability, oversees audits and integration efforts, and develops resource plans to meet future workload demands. • Lead a team of 5 Project Control Analysts and expand staffing as the portfolio grows. • Develop and execute project planning, scheduling, and cost analysis for a $170 M portfolio. • Manage cash‑flow forecasting, billed and unbilled receivables, and month‑end close activities. • Produce rolling forecasts, operating plans, and risk/opportunity assessments. • Analyze bid financial metrics to improve profitability and cash flow. • Provide financial guidance to project managers and senior leadership. • Oversee internal, external, and compliance audits (Sarbanes‑Oxley, DCAA, etc.). • Coordinate staffing, evaluate future workload, and create resource plans. • Mentor and develop staff while fostering diversity, equity, and inclusion. • Apply expertise in FAR, CAS, Costpoint, and federal accounting standards.

What You Bring
Candidates must be U.S. citizens with a bachelor’s degree in finance, accounting or business administration and at least ten years of financial experience, preferably within the U.S. federal government contracting space. Required expertise includes FAR, CAS, certified cost or pricing data, Costpoint, Excel, and strong communication and people‑management skills.
