About the Role
The Communications Engineer has full responsibility for managing the communications scope from design through construction, testing, and commissioning. This role oversees overall communications designs and integrates them with the base design developed by the engineer of record to ensure no scope gaps and that systems are functional and acceptable to the customer. • Provide accurate and complete scopes of work to communications engineering subcontractors. • Keep design development within the original bid scope on design‑build projects to avoid scope creep. • Schedule and execute communications design work timely to meet project needs. • Manage the communications subcontractor, reviewing and approving billings and change proposals. • Support Construction Managers in developing installation plans and ensuring adherence to project requirements. • Oversee completion of pre‑ and post‑Communications CDRL deliverables, including product data, test procedures, reports, O&M manuals, and training materials. • Manage required close‑out documentation to achieve final acceptance. • Coordinate communications design, procurement, installation, and testing in compliance with Contract QA/QC plans together with the Project QA/QC manager. • Provide dynamic input to project schedules and weekly look‑ahead plans for the communications subcontractor. • Ensure timely procurement and delivery of all communications equipment according to the agreed schedule. • Manage testing and commissioning of communication systems and support agency integrated systems testing as needed. • Establish and maintain effective business relationships with owners, prime contractors, subcontractors, and suppliers. • Maintain effective discipline and good staff morale. • Apply analytical and creative problem‑solving abilities.

What You Bring
Physical requirements include willingness to travel and potential overtime to meet project deadlines. The work is primarily in an office environment with frequent sitting, computer use, and occasional standing, walking, lifting, stooping, or bending. • Possess five to ten years’ experience on major rail projects, preferably with an electrical bias or transit background. • Preferably hold an Electrical Professional Engineer (PE) license and be knowledgeable of current electrical codes and standards. • Demonstrate thorough knowledge of communications systems commonly used on transit systems. • Be proficient with Microsoft Office; CADD experience is a plus. • Ability to meet deadlines and deliver high‑quality work. • Exhibit strong written and oral communication skills. • Be highly self‑motivated, detail‑oriented, and transparent in communication. • Possess strong organization and interpersonal skills. • Willingness to travel as required. • Work primarily in an office setting with frequent computer use and occasional physical tasks such as standing, walking, lifting, stooping, or bending.
