About the Role
The Subcontracts & Procurement Manager leads a team of procurement professionals to award, administer, and close out purchase orders, subcontracts, and contracts for a wide range of supplies and services. The role requires negotiating subcontracts, ensuring compliance with FAR, DFARS, and company policies, and managing supplier relationships to meet project requirements. The manager oversees cost‑effective, timely procurement strategies while meeting performance objectives. Key responsibilities include supervising and training procurement staff, overseeing daily operations and KPIs, and providing exceptional support to internal teams. The manager interprets procurement policies and regulations, reviews purchase requests, conducts market research, issues RFQs/RFPs, negotiates and selects vendors, and maintains accurate purchase orders and subcontracts. Additional duties involve tracking orders, conducting file reviews, facilitating audits, maintaining records, and driving continuous‑improvement initiatives while ensuring safety and compliance. • Supervise, train, and guide procurement staff to achieve operational objectives. • Oversee daily team performance and ensure key performance indicators are met or exceeded. • Provide timely, cost‑effective procurement support to internal business and operational teams. • Interpret and apply company procurement policies, FAR, DFARS, and related regulations. • Review purchase requests for completeness and resolve discrepancies with requestors. • Source, negotiate, and procure materials and services per approved purchase requests. • Conduct market research, issue RFQs/RFPs, evaluate proposals, and select vendors. • Create and maintain accurate purchase orders and subcontracts in the procurement system. • Track, manage, and expedite orders, handling modifications and cancellations. • Perform procurement file reviews and guide team members toward compliant procurements. • Facilitate audit activities by providing documentation and engaging with auditors. • Maintain comprehensive procurement records in line with company policies and regulations. • Identify, design, and implement continuous‑improvement initiatives. • Ensure staff meet performance standards and adhere to safety and operating procedures. • Travel up to 25 % of the time to domestic and international sites, primarily within a 60‑mile radius of the business office. • Obtain and maintain the required intelligence community clearance.

What You Bring
Mandatory qualifications consist of a bachelor’s degree in a related field or ten years of federal government or contractor contracting experience, four years of supervisory experience, and two years of work with a CPSR‑compliant purchasing system. Candidates must be proficient with automated procurement systems, MS Office, and possess intermediate presentation, team‑building, and leadership skills. Ability to obtain and maintain an intelligence community clearance, pass background checks, and travel up to 25 % of the time is required. • Hold a bachelor’s degree in a related field or possess ten years of federal contracting experience. • Provide at least four years of supervisory experience with compliance responsibilities. • Possess a minimum of two years experience using a CPSR‑compliant purchasing system. • Demonstrate proficiency with automated procurement systems and Microsoft Office, especially Excel and Word. • Exhibit intermediate presentation, team‑building, and leadership skills. • Successfully pass background checks and/or drug testing as required.
