About the Role

Key responsibilities include preparing written reports and presentations, compiling progress data, and leading field engineering efforts such as subsurface condition evaluations, earthwork support, and temporary works like shoring and dewatering. You will collaborate with contractors, design‑build firms, and internal SMEs to investigate technical challenges, develop scope, estimates, and schedule impacts, and review contractor submittals and RFIs. Participation in pre‑construction conferences, quality control meetings, and progress meetings, as well as providing recommendations on construction techniques and ensuring compliance with specifications, are also essential. • Serve as the Sector Construction Management Office Engineer and technical lead for construction sites. • Prepare written reports, presentations, and compile progress data for project sites. • Evaluate subsurface conditions, support earthwork operations, and oversee temporary works such as shoring, dewatering, and cofferdams. • Review contractor submittals, respond to RFIs, and coordinate construction meetings. • Conduct technical compliance inspections and advise on construction techniques and quality control plans.

Parsons is seeking a highly talented Senior Geotechnical Engineer to serve as the Sector Construction Management Office Engineer and technical lead for construction sites, supporting the assigned Construction Manager. The role involves delivering Owner Agent Construction Management Services such as program management, risk management, scheduling, cost estimating, progress reporting, quality assurance, and safety to ensure program success. The ideal candidate holds a bachelor’s degree in Geotechnical or Civil Engineering with a geotechnical emphasis, and brings at least ten years of experience on large horizontal and supporting infrastructure projects. Required qualifications include U.S. citizenship, the ability to pass federal background checks, a valid driver’s license, and strong written and verbal communication skills. Proficiency with web‑based project management information systems for submittals and quality assurance reporting, as well as experience with design‑build contracts and technical specification development, is essential. Preferred credentials include PMP or CCM certification, Professional Engineer registration, and prior experience with major federal agencies such as the DoD. Candidates who have completed recent construction quality management or OSHA 30‑hour safety training are also valued. The position is based out of one of three Sector Construction Management Offices in San Diego, CA; El Paso, TX; or Edinburg, TX, with occasional travel to remote construction sites and no security clearance required. • Minimum 10 years experience in construction management, bachelor's in Geotechnical or Civil Engineering, US citizenship, and valid driver's license. • Proficient with web‑based project management systems (e.g., Procore, USACE RMS) and design‑build contracts. • Preferred: PMP or CCM certification, PE license, federal agency experience, OSHA 30‑hour safety training. • Work primarily from SCMO offices in San Diego, CA; El Paso, TX; or Edinburg, TX with occasional remote site travel.
