About the Role

The Program Manager serves as the primary on‑site liaison for the client’s Contracting Officer, oversees a geographically dispersed, multidisciplinary staff through design, construction, commissioning and closeout, and ensures timely delivery of contract deliverables. He/she directs internal project phases, recruits and onboards talent, implements Parsons’ Construction Management‑as‑Advisor services, and leads projects to schedule, budget, safety and quality objectives. The role also maintains senior‑level communication with contractors and government, creates long‑term program roadmaps, produces technical and financial status reports, and manages risk identification, mitigation and escalation. • Act as principal on‑site point of contact for client Contracting Officer and Representative. • Oversee a dispersed, multidisciplinary staff through design, construction, commissioning and closeout phases. • Manage internal project phases to ensure planning, mobilization, sustainment and execution meet schedule and budget. • Ensure timely submission of all deliverables in compliance with contract requirements. • Recruit, hire and onboard qualified personnel in partnership with HR/Talent Acquisition. • Implement Construction Management‑as‑Advisor services to achieve on‑schedule, on‑budget, safe, and quality outcomes. • Lead budget control and financial performance for assigned projects. • Maintain senior‑level communication with contractor and government stakeholders and facilitate information sharing. • Formulate task plans and review deliverables for multiple concurrent projects. • Develop and execute long‑term program roadmaps and monitor alignment of tactical activities. • Produce technical, financial and performance status reports for government and senior leadership. • Oversee completion of all assigned tasks and projects, ensuring compliance with contractual quality obligations. • Identify, prioritize, mitigate and escalate project risks and issues.

What You Bring

Candidates must hold a bachelor’s degree in engineering or construction management and bring at least 15 years of experience managing multi‑million‑dollar federal construction programs, including three years with Institutional Group I‑3 facilities. Required skills include strong written and oral communication, senior‑level leadership, federal contracting expertise, P&L management, risk management, U.S. citizenship, a valid driver’s license, and the ability to pass federal background checks. Preferred qualifications are PE registration, PMP or CCM certification, experience with web‑based project‑management tools, design/constructability reviews, and critical‑path schedule analysis. • Hold a bachelor’s degree in engineering or construction management; 15+ years of federal mega‑construction program experience. • Minimum three years managing design/construction of Institutional Group I‑3 facilities (e.g., prisons, jails). • Possess strong written/oral communication, senior leadership, federal contracting, P&L and risk‑management expertise. • US citizenship, valid driver’s license and ability to pass federal background checks. • Preferred: Professional Engineer (PE) license, PMP or CCM certification, experience with Procore, Kahua, USACE RMS or similar PM software. • Preferred: experience with design/constructability reviews, SOW development, cost estimating and critical‑path schedule analysis.
