About the Role

In this role you will support project and cost managers with budgeting, forecasting, change and risk management, and provide guidance on cost‑control tools and governance. Responsibilities also include reviewing pre‑tender and procurement strategies, managing project budgets and forecasts, and ensuring financial closure and asset transfer of capital projects. The position is part of the Infrastructure department and reports to the Finance Department, contributing to portfolio financial reporting and continuous improvement of project‑control processes. • Advise project managers on cost‑control tools and governance frameworks. • Review pre‑tender requests to confirm budget availability and accurate cost breakdowns. • Evaluate procurement sourcing strategies, recommend pre‑qualified suppliers, and ensure compliance with governance. • Assist project managers in developing sourcing strategies, market routes, delivery models, and contract options. • Develop, manage, and monitor project budgets, estimates at completion, forecasts, and expenditure rates. • Submit and obtain approval for annual project‑management staffing plans and budgets. • Evaluate and support negotiation of contract changes before entry into the financial system. • Process and analyse contractor payment applications and invoices. • Produce month‑end reporting data and highlight priority projects for leadership review. • Create and maintain key performance indicators to track project performance. • Support transfer of capital project costs to assets and achieve financial closure. • Lead development of new controls tools or project‑management software functionality. • Deliver training on new controls tools and software enhancements. • Report portfolio financial variances, closure pipeline, and potential write‑offs to finance leadership. • Contribute to continuous improvement of project‑control processes and documentation. • Apply SOX control requirements where applicable.

What You Bring

The Senior Cost Controller / Senior Consultant role is targeted at experienced professionals in civil infrastructure, preferably with rail or transportation construction exposure. The position requires three days per week of on‑site work at the client office and offers a pathway to the next career step within the industry. Candidates must have at least seven years of cost‑control or project‑control experience on large infrastructure projects, a bachelor’s degree in Quantity Surveying, Construction, Engineering or a related field, and preferably US rail construction experience. Membership in professional organisations such as CIQS, RICS or AACE is desirable. • Minimum 7 years of cost‑control/project‑control experience on large infrastructure projects (rail, aviation, highways, bridges, utilities). • Bachelor’s degree in Quantity Surveying, Construction, Engineering or a related discipline. • Preferred experience in US rail construction. • Membership in professional bodies such as CIQS, RICS or AACE.
