About the Role
Based in the Home Office, the manager leads pre‑award activities, subcontracting strategy, and major contract negotiations while supporting proposal and estimating teams and managing key trade‑partner relationships. Occasional site travel is required to support subcontract management and ensure compliance with contractual terms and company policies. The pre‑award phase involves collaborating with estimating and operations to develop a subcontracting strategy, including self‑perform versus subcontract analysis, and building a qualified bidder list. The manager leads the creation of clear, bid‑ready RFP packages, ensures complete scopes of work, manages the formal bidding process, and conducts detailed commercial bid analysis. As the lead negotiator, they resolve commercial terms, technical exceptions, and contractual T&Cs, draft final subcontract agreements, and present award recommendations to senior management. In the post‑award phase, the manager supports on‑site subcontract administration, verifying insurance, bonds, safety plans, and quality documentation. They monitor subcontractor progress, identify risks, develop mitigation plans, and oversee the change‑order process, ensuring proper documentation and audit of change logs. Additionally, they validate subcontractor invoices, track back‑charges or claims, and guide the comprehensive closeout process, including punch‑list completion, lien waivers, warranty documentation, and release of retainage. • Lead pre‑award subcontracting strategy, develop RFP packages and manage the bidding process. • Negotiate and award major subcontracts and purchase orders, drafting final agreements and exhibits. • Oversee contract, subcontract and procurement functions, ensuring compliance with law and company policies. • Support on‑site subcontract administration, including kick‑offs, insurance, bonds, safety plans and quality documentation. • Monitor subcontractor performance, identify risks and develop mitigation plans with the project team. • Manage subcontract change orders, maintain accurate change logs and audit documentation. • Validate subcontractor invoices, process payments and track back‑charges, claims or disputes. • Coordinate comprehensive subcontract closeout, including punch‑list completion, lien waivers and warranty documentation. • Maintain meticulous organization across multiple $10M+ subcontracts simultaneously.

What You Bring
We are seeking a field‑oriented Senior Contracts Manager with experience in heavy civil, industrial, or power‑generation sectors. This full‑time, in‑person Home Office role is responsible for full‑cycle management of large‑scale, high‑value subcontracts and overall functional responsibility. The role requires deep expertise in contract law, procurement principles, and risk management specific to heavy construction, along with advanced negotiation skills for high‑stakes agreements. Strong financial acumen is needed to control costs, validate invoices, and assess the impact of change orders and claims. Excellent written and verbal communication, a hands‑on understanding of field operations, and meticulous organization to manage multiple high‑value subcontracts are essential. Candidates must have direct project experience in heavy civil, industrial (e.g., petrochemical, manufacturing) or power (e.g., generation, renewables, T&D) sectors and have managed individual subcontracts valued over $10 million. Experience with various delivery models such as EPC, Design‑Build, Target Price, and Lump Sum is highly desirable. Proficiency in Microsoft Office and construction management software (e.g., Procore, Viewpoint) and Vista ERP is preferred, and periodic travel to project sites is required. • Apply deep knowledge of contract law, risk management and heavy construction operations. • Demonstrate advanced negotiation skills for high‑value, complex contracts. • Possess experience in heavy civil, industrial or power generation projects and various delivery models (EPC, Design‑Build, Lump Sum). • Proficient with Microsoft Office and construction software such as Procore, Viewpoint and Vista ERP.
