About the Role
The Utility Coordinator role supports South Carolina Department of Transportation (SCDOT) roadway and bridge projects by managing utility identification, conflict analysis, relocation design, and documentation in line with SCDOT guidelines, federal regulations, and state laws. The position ensures utility conflicts are resolved promptly, cost‑effectively, and compliantly to keep projects on schedule. This position is primarily office‑based with occasional field visits for utility identification or coordination meetings. The standard schedule is a 40‑hour work week, though additional hours may be needed to meet project deadlines, and travel within South Carolina may be required. • Serve as primary liaison between SCDOT, utility owners, consultants, and contractors. • Review SUE data, as‑built drawings, and surveys to identify existing utilities and potential conflicts. • Prepare and maintain Utility Coordination Reports (UCRs) and Utility Relocation Reports (URRs) per SCDOT standards. • Integrate utility information and conflict resolutions into roadway and bridge design plans. • Lead or support utility coordination meetings with stakeholders and SCDOT representatives. • Develop and review utility relocation plans, agreements, and cost estimates for ROW submissions. • Track relocation schedules, manage correspondence, and maintain comprehensive project documentation. • Ensure compliance with SCDOT Utility Accommodation Manual, FHWA regulations, and SC Code Title 57. • Assist with right‑of‑way coordination and assess impacts on utilities and property owners. • Provide input on utility‑related design solutions and conflict mitigation strategies.
