About the Role

The Human Resource Manager role combines full‑cycle HR leadership with the duties of an Assistant Facility Security Officer (AFSO). The manager is responsible for developing and enforcing personnel policies that comply with the Service Contract Act, collective bargaining agreements, and federal and state regulations. In the security capacity, the individual acts as the technical advisor for all contractual security requirements and ensures compliance with the National Industrial Security Program. Key HR duties include designing and maintaining personnel programs, overseeing recruitment, onboarding, and employee orientation, and managing all personnel files in accordance with legal standards. The manager coordinates benefits, handles union and CBA issues, conducts harassment investigations, chairs hiring and disciplinary review boards, and administers wage and salary policies, affirmative‑action, and EEO plans. Additional responsibilities cover safety, environmental compliance, and maintaining employee certifications and security credentials. As AFSO, the incumbent delivers required security training, maintains up‑to‑date clearance and visitation listings for contract personnel, and submits visit requests through DISS. Monthly clearance reviews, coordination with base security, and provision of current employee lists to the Contracting Officer are also part of the security portfolio. • Develop and implement personnel programs, policies, and procedures compliant with SCA, CBA, and federal/state regulations. • Serve as primary resource for employees on CBA and HR policies. • Manage full recruitment cycle: job postings, screening, interviewing, background checks, and ensure lawful hiring practices. • Conduct new‑employee orientation and maintain accurate personnel files for all actions. • Coordinate union, SCA, and employee benefit programs with corporate and third‑party administrators. • Respond to legal information requests from corporate, unions, and agencies such as unemployment claims. • Initiate and oversee workers’ compensation claims in partnership with insurance and safety personnel. • Advise management on employee relations matters, including pay, classifications, probation, transfers, and terminations. • Lead harassment investigations and ensure compliance with CBA, corporate policy, and law. • Chair Hire Review Board and Disciplinary Review Board to enforce hiring and disciplinary standards. • Maintain and update job descriptions, conduct job studies, and negotiate wages with unions. • Administer wage and salary policies, conduct wage analysis for CBA negotiations, and submit classification requests. • Manage security credentials (CAC cards, RAPIDGate) and coordinate base access vetting. • Deliver bi‑annual compliance training (FMLA, security, harassment, ethics) and maintain employee certification programs. • Implement and monitor affirmative‑action and EEO plans, preparing required reports. • Ensure workplace safety and environmental law compliance for employees and subcontractors. • Provide DoD security training per DODM‑5200.01 and DODM‑5220.22 directives. • Maintain current employee clearance listings and submit visit requests via DISS. • Conduct monthly clearance reviews and provide updated personnel lists to the Contracting Officer.

What You Bring

Candidates must hold a bachelor’s degree in Human Resources or a related field and have at least five years of HR experience. Required expertise includes wage and salary administration, labor and employee relations, benefits administration, CBA and Davis‑Bacon Act knowledge, and proficiency with MS Office and HR databases. Applicants must be able to obtain and maintain a Secret security clearance, possess a valid driver’s license, be U.S. citizens, and pass background and drug tests.
