About the Role
The Programme Controls Director is responsible for developing, implementing and managing planning, estimating, cost control, risk management and document control services to ensure proactive, accurate reporting across the portfolio. The role leads all planning, scheduling and change‑management activities, ensuring strategic alignment with project objectives, timelines and budget constraints. Key duties include leading and managing the planning, execution and delivery of the project portfolio; preparing and maintaining the Master Programme; ensuring contracted parties submit compliant programmes; implementing scope‑change processes; assessing feasibility and impact of changes; coordinating with clients, consultants, contractors and authorities; overseeing project plans, schedules and budgets; providing leadership to foster safety, quality and continuous improvement; monitoring progress and implementing corrective actions; and presenting regular reports on progress, risks, commercial status and challenges to senior management and the client. • Lead planning, execution and delivery of a large‑scale project portfolio in Abu Dhabi. • Develop and maintain the Master Programme, integrating client delivery, staging and contractual deadlines. • Ensure all contractors submit compliant design, procurement, construction and look‑ahead programmes. • Implement scope‑change communication and control processes, assessing feasibility and notifying the employer of potential variation orders. • Coordinate with clients, consultants, contractors, vendors and authorities to align with project objectives. • Oversee project plans, schedules and budgets, monitoring progress and applying corrective actions as needed. • Prepare and present regular reports on progress, risks, commercial status and key challenges to senior management and the client. • Mentor and develop team members, fostering a culture of safety, quality and continuous improvement. • Build and maintain strong stakeholder relationships to support project success.

What You Bring
The successful candidate will have a BSc in construction management, engineering, architecture or equivalent, at least 25 years total experience, 10 years in a similar role, and five years of Middle‑East experience. Professional membership such as MRICS or MCIOB is required, along with proven experience on programmes of similar scope, expertise in CPM networks, resource and cost loading, risk management, progress analysis, report writing and proficiency in MS Office and Primavera. Fluency in English is mandatory; Arabic is advantageous. Core competencies include leadership, planning and organising, teamwork, strong interpersonal and communication skills, customer focus, responsibility, and HSE awareness.
