About the Role
The role of Commission Manager is responsible for end‑to‑end service delivery of cost‑management commissions, typically ranging from £5 m to £10 m across sectors such as healthcare, education, retail banking and more. The manager ensures client objectives are met by leading feasibility studies, cost planning, tendering, contract administration, cost checks, reporting and value‑engineering activities. The position requires collaboration with project managers, consultants and internal teams, and may involve leading a cost‑management team while using Turner & Townsend’s digital suite (Benchmarking App, CostX, Market Rates App, eTender Platform, Cost Control App) and the Embodied Carbon Calculator. The manager also supports the NewLeaf strategy, internal fee management, and contributes to business development and knowledge management. • Conduct feasibility studies and prepare procurement reports. • Produce and present final cost plans using The Hive and related tools. • Manage tender processes, including pre‑qualification, tender lists, preliminaries, analysis, reports and contractual documentation. • Administer contracts, handle post‑contract cost variances and change control, and refer major changes to line manager. • Perform cost checks and valuations on larger projects, ensuring timely and accurate assessments. • Generate monthly post‑contract cost reports via the Cost Control App and present them to clients. • Contribute to value engineering and negotiate final accounts. • Interface with clients, project managers and consultants throughout all project stages. • Lead or support cost‑management teams to deliver the above responsibilities. • Utilise digital tools such as Benchmarking App, CostX, Market Rates App, eTender Platform, Cost Control App, and the Embodied Carbon Calculator. • Implement NewLeaf strategy initiatives and manage internal fees, job costing and resourcing. • Identify and pursue new business opportunities with existing clients and maintain professional networks. • Assist in bid documentation production and suggest improvements to cost‑management procedures. • Participate in external networking, CPD events and extracurricular groups. • Capture and input project learnings into the internal knowledge database. • Recommend process improvements and mentor junior staff members. • Meet KPIs: quality and timeliness of commission delivery, client relationship development, margin tracking, and effective knowledge transfer.

What You Bring
• Demonstrate autonomy, initiative, strong organisational skills and ability to work under pressure. • Hold or be working towards RICS Chartered status, with a degree or HNC qualification. • Proven experience delivering high‑quality cost management/quantity surveying across full project lifecycles.
