About the Role
The Procurement Manager will supervise and manage the procurement team and activities in line with Saudi local market requirements, client project specifications and company policies. The role ensures timely, cost‑effective sourcing of goods and services while supporting Saudization objectives and overall organizational goals. Key responsibilities include overseeing daily procurement operations such as material requisitions, RFQs and purchase orders; coordinating the development and review of TBE and non‑material requirements; maintaining strong communication with stakeholders; managing vendor relationships and negotiations; ensuring compliance with Saudi procurement laws and company policies; monitoring budgets and identifying cost‑saving opportunities; leading and mentoring procurement staff; and driving continuous improvement and ERP digitalization initiatives. • Oversee daily procurement activities, including requisitions, RFQs, and purchase orders. • Supervise development and review of TBE and non‑material requirements. • Manage vendor relationships, negotiate contracts, and achieve cost savings. • Ensure compliance with Saudi procurement laws, regulations, and Saudization goals. • Monitor procurement budgets, identify cost‑saving opportunities, and analyze market trends. • Lead, mentor, and assign tasks to procurement staff to maintain efficiency. • Drive continuous improvement, ERP enhancements, and digitalization of procurement processes.

What You Bring
Candidates must be Saudi nationals with a bachelor’s degree in engineering and at least ten years of procurement or purchasing experience, preferably in oil & gas or EPC sectors, and experience supporting procurement during engineering/design phases of Saudi projects. Required skills include strong negotiation and communication abilities, proficiency in ERP systems and MS Office, knowledge of Saudi procurement procedures, and the capacity to manage multiple priorities and meet deadlines. • Require Saudi nationality, bachelor’s in engineering, and 10+ years procurement experience in oil & gas/EPC. • Strong negotiation, communication, ERP and MS Office skills, and knowledge of Saudi procurement procedures. • Ability to manage multiple priorities and meet deadlines.
