Manage capital baseline, forecasts, data integration, and KPI reporting for Authority programs.

About the Role
We are looking for an Outcome (KPI) Manager to join our team in El Paso, Texas. The role is responsible for overseeing the Authority’s Capital Baseline and ensuring its integration across functions. The manager will act as the primary resource for the Capital Baseline, maintaining technical documents, data systems and underlying assumptions. They will control functional forecasts, collate data from all Authority functions, monitor changes against the baseline, and develop executive dashboards that highlight variances between actual performance and planned targets. Additional duties include maintaining month‑over‑month records of scope, EAC and schedule, managing the program Work Breakdown Structure and dictionary, and driving continuous improvement of baseline processes and performance monitoring procedures. • Lead and maintain the Authority’s Capital Baseline, including documentation, data systems, and assumptions. • Control functional forecasts and assumptions for the program baseline. • Collate and monitor data across Authority functions and projects, tracking changes against the baseline. • Develop executive dashboards and analyze variances between actuals and baseline plans. • Maintain month‑on‑month records of scope, estimate at completion (EAC) and schedule. • Integrate the baseline across functions and manage the program Work Breakdown Structure (WBS) and dictionary. • Drive performance improvement by reviewing and optimizing baseline processes and data. • Enhance procedures for program performance monitoring and control. • Support value engineering, cost mitigation and opportunity realization in collaboration with business units. • Provide expertise to ensure consistency and robustness of baseline data and reporting.

What You Bring
The ideal candidate holds a BA/BS with at least ten years of relevant experience, including two years in a leadership role, and must be a U.S. citizen. Preferred credentials include a degree in construction management, engineering, business or project management, PMP certification, and an MBA, together with eight or more years of transit or program‑control experience. Key expertise includes project cost planning, data analytics, Agile and Lean methods, and proficiency with tools such as PowerBI, Primavera P6, Microsoft Office, Visio and desktop publishing software. • BA/BS with 10+ years experience (including 2 years leadership) and U.S. citizenship required. • Preferred degree in Construction Management, Engineering, Business or Project Management with 8+ years transit/program‑controls experience. • PMP certification; MBA preferred. • Expertise in project cost planning, data analytics, Agile and Lean methodologies. • Proficient with PowerBI, Primavera P6, Microsoft Office suite, Visio and desktop publishing software. • Experience leading and motivating controls teams on major programs. • Strong stakeholder liaison, coordination and negotiation skills.
