About the Role

In this role you will support the Commercial & General Manager within a local team, providing commercial control and reporting for social housing contracts. You will help deliver high‑quality services while meeting safety, quality and cost‑control standards. Key responsibilities include controlling all cost, budgetary and value analysis activities, producing Cost Value Reconciliations, valuations, variations, final accounts and client invoicing in line with contract terms and Mears governance. You will manage the processing of valuation certificates, ensure efficient income recovery, and prepare contractual documentation according to the Scheme of Delegated Authority and company procedures. The role also covers end‑to‑end subcontractor management—issuing orders, using the Sub Contractor Portal, certifying work and processing payments in collaboration with the MCM, MSP and Mears payment terms. Pre‑ and post‑contract quantity surveying duties involve pricing target prices, AMPs, tender build‑ups, compensation events, measuring works, and preparing interim and final payment applications according to company procedures. Monitoring key performance indicators, advising on contract commitments and subcontractor performance, and maintaining a professional customer experience are essential parts of the job. You must follow all Mears policies and procedures, keep company assets in good condition, report any damages, and be ready to cover absences, attend meetings and training as required. • Control cost, budgetary and value analysis; produce CVRs, valuations, variations, final accounts and client invoices. • Process valuation certificates and ensure efficient income recovery in line with SODA. • Manage subcontractor orders, certification and payments via the Sub Contractor Portal and Mears IMSF013 documents. • Perform pre‑ and post‑contract QS tasks: price target prices, AMPs, tender build‑ups, compensation events, measurements, interim and final payment applications. • Monitor key performance indicators and advise on contract commitments and subcontractor performance. • Maintain high standards of health, safety and customer service in all communications. • Review and approve subcontractor quotations and variations against NHF V8.1 pricing agreements. • Produce financial reports and conduct data analysis using advanced Excel.

What You Bring

The role requires prior experience as an Assistant Quantity Surveyor or Surveying Technician, preferably a Level 3 apprenticeship, with commercial experience in the social housing sector, familiarity with TPC contracts, NHF Schedule of Rates and strong numeracy, Excel and communication skills. All candidates must have the right to work in the UK, be over 21 with a clean driving licence (less than 9 points) for company vehicle use, and will undergo DBS/security checks. • Hold previous experience as an Assistant Quantity Surveyor or Surveying Technician; Level 3 apprenticeship preferred. • Experience in the social housing sector, voids & repairs, and working with TPC contracts and NHF Schedule of Rates. • Strong numeracy, financial management, and advanced Excel/Word skills. • Excellent written and verbal communication abilities. • Eligible to work in the UK; over 21 with a driver’s licence (≤9 points); subject to DBS/security checks.
