About the Role
The Lead QA Representative manages all on‑site quality assurance functions, ensuring compliance with standards and supporting overall project success. Supervision is received from the Project Construction Manager, while the Lead QA Representative provides guidance to all QA staff, acting as the on‑site QA lead without direct managerial authority. This collaborative structure supports effective coordination across the project. • Serve as Lead Quality Assurance Representative on the construction site and oversee other QA Representatives. • Prepare and review daily QA reports for completeness, accuracy, and grammar. • Implement Parsons QA processes and develop supplemental Quality Assurance Plans as needed. • Review contractor submittals, provide written recommendations, and ensure timely submittal review. • Evaluate construction techniques, procedures, and methods; comment on quality control plans and perform compliance inspections. • Perform QA inspections and testing, fully documenting findings for corrective actions. • Participate in pre‑construction, progress, and coordination meetings with government, Parsons, and contractors. • Conduct preparatory inspections to verify readiness of materials, equipment, safety analyses, qualified personnel, and calibrated testing tools. • Monitor contractor procedures for identifying, tracking, and resolving deficiencies, ensuring appropriate corrective actions. • Collaborate closely with Project Manager, Project Engineer, Office Engineer, and QA staff to achieve project success.

What You Bring
Parsons is seeking passionate, skilled, and experienced Lead Quality Assurance Representatives to join a major program and construction management team supporting a large government customer on a significant infrastructure project central to U.S. border security. The role provides Owner‑Agent Construction Management Services—including program management, risk management, scheduling, cost estimating, progress reporting, construction QA, and safety—and is based onsite at the Deming, NM office/trailer, not remote. Candidates must have at least eight years of construction safety and quality assurance experience on large federal projects, a bachelor’s degree in engineering or construction management (or equivalent experience), and proficiency with web‑based project management and QA software. U.S. citizenship, a valid driver’s license, physical capability for field work, and strong English communication skills are also required. Desired qualifications include experience with Critical Path Management schedules, work on remote construction projects, recent completion of a Construction Quality Management course, OSHA 30‑hour safety training, and no security clearance requirement. This position is part of Parsons’ Federal Solutions segment, which delivers critical services to government customers and promotes a culture of excellence, teamwork, and employee wellbeing. • Minimum 8 years of construction safety and quality assurance experience on large multi‑million‑dollar federal projects. • Bachelor’s degree in Engineering, Construction Management, or equivalent experience. • Proficiency with web‑based project management/QA software (e.g., Procore, Kahua, USACE RMS, NAVFAC eCMS). • U.S. citizenship and ability to pass federal background checks and DHS suitability determination. • Valid driver’s license and physical ability to work on rough terrain and stand for long periods. • Strong written and verbal communication skills in English. • Experience reviewing Critical Path Management (CPM) schedules and resolving scheduling issues. • Prior work on large construction projects in remote locations. • Completion of a Construction Quality Management (CQM) course within the past 5 years. • OSHA 30‑hour safety training or equivalent within the past 5 years.
