About the Role
The Senior Cost Manager / Quantity Surveyor will act as the primary client interface on a large‑scale, mission‑critical data centre programme, ensuring delivery on time, within budget, and to the highest standards. The role demands strong governance, commercial rigor, stakeholder engagement, and the ability to lead while embodying Turner & Townsend’s purpose, values, and vision. This position provides a collaborative environment where the incumbent can mentor junior staff, integrate cost with schedule and scope, and manage financial performance, including margin tracking and SOX control responsibilities where applicable. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce and present monthly cost reports, executive summaries, and funding data to stakeholders. • Coordinate cost information from design teams, contractors, subcontractors, and vendors for validation and auditing. • Compile built cost records for benchmarking and continuous improvement. • Lead procurement strategy, pricing reviews, scope validation, and commercial negotiations to achieve fair contract prices. • Manage final accounts and ensure timely agreement with parties. • Own change control: review, estimate, negotiate, reconcile change orders and manage post‑contract cost variances. • Support cost risk analysis, scenario planning, contingency management, and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope, collaborating closely with project controls and scheduling teams. • Drive engineering priorities based on cost impact and lead value engineering and cost optimisation initiatives. • Monitor market trends such as escalation, labour availability, and material pricing, providing timely insights. • Act as the primary client interface to ensure objectives are met and service excellence is delivered. • Prepare and present executive‑level updates, written comments on general contractor submissions, and cost estimate updates. • Ensure adherence to internal Business Management Systems and company delivery methodologies. • Mentor and coach junior team members, fostering a high‑performance, one‑business culture. • Oversee financial management tasks including margin tracking and monthly fee/resource forecasting. • Comply with SOX control responsibilities where applicable.

What You Bring
• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or a related field. • 5–7+ years of cost management/project controls experience in mission‑critical environments such as data centres. • Construction consultancy experience is strongly preferred. • Strong understanding of MEP systems, resilience requirements, and campus‑scale infrastructure for hyperscale data centres. • Proficiency in budgeting, financial reporting, cost control systems, and Earned Value Management. • Expertise in procurement strategies and commercial management of contractor/vendor contracts. • RICS accreditation or progress toward certification is advantageous. • Excellent communication, negotiation, and stakeholder management skills. • Strong analytical and problem‑solving abilities with high attention to detail. • Proficiency with industry‑standard cost management tools and software.
