About the Role
The Program Manager, Talent Management is responsible for designing, developing, implementing, and maintaining a suite of talent management programs—including performance management, talent reviews, succession planning, career pathing, and coaching assessments. This role conducts needs analysis, evaluates program effectiveness, and researches current trends and best practices to recommend enhancements that build core capabilities and boost employee productivity. Using project management, strategic communication, and relationship‑building skills, the Manager drives the creation and adoption of talent solutions across the company. They oversee planning, operational execution, and stakeholder communication for company‑wide initiatives, ensuring alignment with WM’s overall strategy. Key duties include maintaining existing programs, designing resources and training, and supporting HR Business Partners. The Manager leverages multiple communication channels to build manager and employee capability, collaborates cross‑functionally to integrate talent strategies, and ensures a seamless connection between talent activities and leadership development experiences. They consult with HR and business leaders to develop short‑ and long‑term talent programs that support organizational goals, propose new initiatives, and manage all project aspects such as scoping, timelines, resource allocation, and metric definition. Continuous improvement is driven by research, benchmark data, and assessment of organizational needs. The role partners with the HR Technology team to maximize tools like Oracle HCM, manages third‑party vendor relationships, monitors program budgets, and prepares performance reports that provide data‑driven insights to senior leaders. • Maintain and enhance existing talent management programs such as performance management and succession planning. • Communicate talent initiatives to managers and employees using multiple channels. • Collaborate cross‑functionally to align talent strategies with overall business objectives. • Design and launch new talent programs, handling scoping, needs analysis, project planning, and metric definition. • Research best practices and benchmark data to recommend continuous program improvements. • Partner with the HR Technology team to leverage tools like Oracle HCM for talent processes. • Manage third‑party vendor relationships, overseeing implementation and assessing effectiveness. • Track program budgets and ensure adherence to financial constraints. • Prepare performance reports and use talent data to advise senior leadership. • Champion emerging talent management trends and foster a culture of performance excellence.

What You Bring
Candidates must hold a bachelor’s degree in Human Resources, Business Administration or a related field (or a high school diploma with two years of relevant experience). They need 5–8 years of talent management, learning, or organization development experience, including project management of enterprise‑wide programs, and expertise in talent reviews, succession planning, performance management, career pathing, and competencies. Preferred qualifications include experience with Oracle HCM, a strong grasp of leading talent management approaches, data‑driven decision making, change‑management planning, and familiarity with human‑centered design. Excellent influencing, presentation, and communication skills are essential.
