About the Role
The Subcontract Program Manager will lead an integrated set of subcontractors and matrixed subject‑matter experts to help modernize U.S. industrial defense. This role serves as the Cost Account Manager for supply‑chain expenditures, overseeing cost, schedule, and technical performance throughout the program lifecycle. Key responsibilities include coordinating technical teams, the program office, and supply chain; supporting procurement activities; analyzing risk and cost during proposal phases; developing statements of work, insurance and bonding requirements, and price analyses; assessing supplier capabilities; evaluating bids and leading source‑selection; establishing contract types and payment terms; and creating schedules that ensure on‑time performance. The manager also maintains accurate records, ensures contractual compliance, documents subcontractor work daily, develops supplier scorecards and quarterly business reviews, reviews invoices, oversees quality‑control plans, and liaises with engineering, QA, and the project quality manager to address technical and material issues. • Manage cost, schedule, and technical performance of subcontractors and suppliers. • Serve as Cost Account Manager, tracking proposed versus actual expenditures. • Coordinate between technical teams, program office, and supply chain for procurement support. • Lead risk and cost assessments during proposal and business development phases. • Develop statements of work, insurance, bonding, and price analyses for subcontractors. • Assess supplier capabilities and evaluate bids to select appropriate subcontractors. • Negotiate and establish contract types (FFP, CPFF, T&M) and payment terms. • Create schedules and requisition plans to ensure on‑time program delivery. • Maintain accurate records, documentation, and photographic evidence of subcontractor work. • Implement supplier scorecards and quarterly business reviews to monitor performance. • Review and approve invoices based on work performed. • Oversee subcontractor compliance with quality control plans and safety standards. • Collaborate with engineering and QA to resolve technical and material issues. • Develop processes for Requests for Equitable Adjustment (REAs) and ensure policy compliance. • Maintain strong relationships with CONUS subcontractors handling > $20 M contracts.

What You Bring
Required qualifications are a four‑year degree in engineering, business, or a related field, plus 15 years of relevant experience, including work on firm‑fixed‑price projects over $50 M. Candidates must possess deep knowledge of federal contracting principles, FAR/DFAR, CSPR guidelines, procurement and contract administration, and have strong ties with CONUS subcontractors capable of handling subcontracts exceeding $20 M. Familiarity with market pricing, financial management policies, and applicable federal, state, and local regulations is also essential. Desired skills include performing programmatic administrative and management activities, conducting research on subcontracting policies, analyzing and presenting technical data, developing relationships with new subcontracting partners, preparing clear reports and correspondence, ensuring compliance with all relevant regulations, and effectively communicating in person, by phone, and in writing. The role also calls for strong organizational abilities, proficiency with modern office equipment and software, and the use of independent judgment in politically sensitive situations. • Hold a bachelor's degree in engineering, business, or related field with 15+ years experience. • Demonstrate expertise in FAR/DFAR, CSPR guidelines, and federal contracting practices. • Exhibit strong organizational, research, reporting, and communication skills.
