About the Role
HDR is looking for a Site Civil Engineer / Project Manager to join the Data Center Planning Practice within the Building Engineering Services Business Group. The role will lead and support due‑diligence and campus planning for data‑center projects, covering land entitlements, development ordinances, campus layouts, and preliminary mass‑grading design. The engineer will guide site‑planning projects using standardized processes, interpret local zoning and permitting requirements, and oversee campus layout and utility infrastructure while ensuring compliance with client and jurisdiction standards. They will also direct the initial mass‑grading phase, cultivate strong client relationships, mentor staff on the planning process, and serve as project manager when needed, traveling regionally and nationally as required. • Lead Data Center site‑planning projects using standardized processes. • Analyze local entitlements, zoning, and permitting to guide campus planning. • Oversee site layout and utility infrastructure, ensuring compliance with client and jurisdiction standards. • Direct the initial mass‑grading phase, coordinating design teams with clients. • Build strong client relationships and trust. • Mentor staff on data‑center campus planning, emphasizing sustainability and resilience. • Serve as project manager on planning projects as needed. • Apply site‑civil expertise to other market sectors when required. • Travel regionally and nationally to support projects and client engagements.

What You Bring
Preferred candidates bring at least four years of site development and civil‑design experience, proficiency with Civil 3D, and a proven track record of leading site‑development projects through land‑entitlement processes across multiple jurisdictions. Experience on data‑center projects, familiarity with modeling tools such as Hydraflow, HydroCAD, or Bentley StormCAD, and a master’s degree in civil engineering or a related field are also valued. Required qualifications include a bachelor’s degree in civil engineering, prior general civil‑engineering experience, and a Professional Engineer (PE or P.Eng) license. Candidates must demonstrate leadership, strong verbal and written communication skills, proficiency with Microsoft Office, and a commitment to actively participate in HDR’s employee‑owned culture. • Minimum 4 years site development and civil‑design experience. • Proficiency with Civil 3D and construction plan development. • Experience leading site development through land entitlements across multiple jurisdictions. • Experience leading due‑diligence, planning, or design on data‑center projects. • Knowledge of civil‑engineering modeling software (e.g., Hydraflow, HydroCAD, Bentley StormCAD). • Master’s degree in civil engineering or related discipline. • Bachelor’s degree in civil engineering. • Prior general civil‑engineering experience. • Professional Engineer (PE or P.Eng) license. • Demonstrated leadership and communication abilities. • Proficiency with Microsoft Office. • Strong verbal and written communication skills.
