About the Role
As Manager, Waterfront Cost Estimating, you will prepare estimates for a variety of projects ranging from conceptual to detailed quantity take‑off and pricing across all design phases. The portfolio includes maritime, environmental, storm‑water utility, and Northwest Seaport Alliance projects, and you will also provide ad‑hoc support to the Corporate and Aviation divisions. You will oversee estimate requests, assigning work to team members based on their skill sets and timing requirements, and you will continuously improve the estimating intake site to streamline workload management. Your role includes reviewing completed construction cost estimates, evaluating pricing, scope, design documents, schedules, logistics, and operational impacts with the team. You will analyze contractor schedules of values to extract trade costs and develop unit costs where feasible. Evaluating design documents, you will identify potential cost issues, risks, market information, and constructability discrepancies to minimize change‑order occurrences. You will assess appropriate contingencies based on project requirements, risks, and historical costs, and validate estimates provided by design consultants. Participation in meetings with all stakeholders will allow you to review scope, examine differences, and deliver final recommendations on dollar values for official documentation. You will update and maintain a cost database that reflects bid results from Port of Seattle projects and comparable projects throughout the Northwest. Performing quantity take‑offs, you will calculate labor productivity, material, subcontractor, and equipment costs. You are expected to apply equity principles in all work, reflecting the Port’s daily responsibility and foundational expectation for all employees. • Prepare conceptual to detailed cost estimates for maritime, environmental, storm‑water, and seaport projects. • Manage estimate requests and assign tasks to team members based on expertise and scheduling needs. • Continuously improve the estimating intake platform to enhance workload flow. • Review completed estimates, checking pricing, scope, design, schedules, logistics, and operational impacts. • Analyze contractor schedules of values to derive trade and unit costs. • Identify cost risks, market trends, and constructability issues in design documents to reduce change orders. • Determine appropriate contingencies using project risks and historical cost data; validate consultant estimates. • Lead stakeholder meetings to reconcile scope differences and finalize dollar recommendations for official reports. • Maintain an up‑to‑date cost database of bid results from Port of Seattle and comparable Northwest projects. • Perform quantity take‑offs and calculate labor, material, subcontractor, and equipment costs. • Apply equity principles consistently in all work activities. • Communicate complex technical information effectively to diverse audiences. • Utilize advanced estimating software tools such as RS Means, Revit, Bluebeam, Winest, ProEst, HCSS, B2W, InEight, and Planswift.

What You Bring
The position requires at least four years of pre‑construction or construction estimating experience, including two years of supervisory, lead, or mentor responsibilities; a preferred candidate would have eight years of experience and a bachelor’s degree in business administration, construction management, architecture, or engineering, as well as AACE or ASPE certification. Proficiency in estimating theory, construction cost estimation, and diverse project delivery methods is essential, along with the ability to communicate complex technical information to varied audiences and a strong understanding of project phasing and management processes. Analytical skills enable rapid evaluation of large information sets to detect potential problems and missed scope items. Technical expertise includes advanced use of estimating tools such as RS Means, Revit, Bluebeam, Microsoft Office Suite, Winest, ProEst, HCSS, B2W, InEight, and Planswift. • Possess at least 4 years estimating experience with 2 years supervisory/lead experience (preferred 8 years and a relevant bachelor’s degree). • Hold AACE or ASPE certification (preferred) and demonstrate expertise in estimating theory and project delivery methods.
