About the Role
The Manager, Payroll is responsible for overseeing and executing accurate, timely, and compliant payroll processing for a multi‑state, mid‑size organization. This role manages day‑to‑day payroll operations, ensures adherence to federal, state, and local wage and hour laws, and serves as a subject matter expert for payroll systems, audits, and reporting. The Manager leads payroll processing activities, supervises payroll staff where applicable, and partners closely with HR, Finance, and external vendors to ensure payroll integrity and regulatory compliance. The position handles full‑cycle bi‑weekly payroll, maintains control totals, processes off‑cycle payments, and ensures compliance with wage‑and‑hour regulations and tax filing requirements. It also administers the payroll module of the HRIS, supports system upgrades, develops standard operating procedures, and investigates and resolves payroll discrepancies. • Process full‑cycle bi‑weekly payroll, including review, auditing, approvals, and submissions. • Verify accuracy and timeliness of payroll in accordance with company policies and federal, state, and local regulations. • Review and approve timecards, pay adjustments, deductions, earnings codes, and leave balances. • Calculate, maintain, and reconcile payroll control totals for each payroll cycle. • Issue and reconcile off‑cycle or manual payroll checks as needed. • Ensure compliance with wage‑and‑hour laws, overtime rules, classification, minimum wage, and paycheck timing requirements. • Reconcile gross wages, withholdings, and employer taxes for weekly, quarterly, and annual reporting. • Coordinate quarterly and annual tax filings, including W‑2 preparation and distribution. • Partner with Finance and third‑party vendors to reconcile tax filings, fringe‑benefit reporting, and audit requests. • Administer payroll functionality within the HRIS, supporting system configuration and reporting. • Support payroll system upgrades, new earnings/deduction setups, and process improvements. • Maintain payroll records and documentation for timekeeping, eligibility, and leaves. • Investigate and resolve payroll variances, discrepancies, and employee inquiries promptly. • Supervise, train, and cross‑train payroll staff to ensure coverage and procedural consistency. • Develop and maintain standard operating procedures for payroll processes and controls. • Collaborate with HR, Benefits, Accounting, and Operations on employee lifecycle payroll impacts. • Escalate complex issues to senior leadership or system partners as needed.

What You Bring
The ideal candidate holds an associate or bachelor's degree in Accounting, Finance, or a related field and brings 3–5 years of hands‑on payroll experience in a multi‑state environment, including tax regulations and compliance. Experience with ADP Workforce Now for 2–3 years is strongly desired. • Minimum 3–5 years full‑cycle payroll experience in a multi‑state environment. • 2–3 years experience with ADP Workforce Now preferred. • Associate degree in Accounting, Finance or related field; bachelor's degree a plus.
