About the Role

Parsons seeks a Technical Director to provide technical leadership and strategic oversight for large‑scale highways and roads infrastructure programs across Saudi Arabia. Acting as the senior technical authority, the role ensures engineering excellence, compliance with standards, and seamless integration of design across complex, multidisciplinary projects, focusing on design governance, technical assurance, and engineering leadership from concept through construction support. • Act as senior technical authority for highways and roads infrastructure projects, leading design and engineering disciplines. • Lead planning, development, and delivery of highway and road designs across all project phases. • Manage and coordinate multi‑disciplinary engineering teams, including roadway, structures, drainage, utilities, traffic, and ITS. • Establish and enforce technical standards, design criteria, procedures, and assurance processes. • Review and approve design deliverables for compliance with client requirements, Saudi standards, and Parsons quality systems. • Collaborate with Program Directors and Project Managers to align design solutions with scope, schedule, budget, and constructability. • Provide technical leadership to resolve complex engineering challenges, risks, and interfaces. • Guide and oversee design consultants, ensuring technical compliance and professional accountability. • Support business development and pre‑contract activities as a technical advisor during bids and client presentations. • Contribute to technical strategies, innovation initiatives, and continuous improvement in design delivery. • Engage with clients, authorities, and stakeholders on technical matters, representing Parsons at senior forums. • Mentor and develop technical talent to strengthen long‑term engineering capability.

What You Bring

• Bachelor’s degree in Civil Engineering or related discipline. • 15+ years of experience in highways and roads infrastructure design and engineering. • Proven technical leadership on large‑scale highways, expressways, interchanges, and major road corridors. • Strong background in design management and engineering governance for complex infrastructure programs. • Comprehensive knowledge of Saudi Arabian design standards, specifications, and regulatory requirements. • Demonstrated ability to lead and coordinate multi‑disciplinary engineering teams and external consultants. • Strong technical judgment balancing design excellence, constructability, cost, and schedule. • Excellent communication, presentation, and stakeholder engagement skills. • Experience in a client‑facing consulting environment on major infrastructure programs. • Chartered Engineer status or equivalent professional registration. • Master’s degree in Engineering or related discipline (desired). • Experience on government‑led or giga‑scale infrastructure programs in Saudi Arabia (desired). • Exposure to smart mobility, digital engineering, and sustainable highway design practices (desired). • Experience supporting bids and proposals for large highways and roads infrastructure programs (desired). • Strong understanding of sustainability principles applied to transportation infrastructure (desired). • Ability to operate effectively in complex, fast‑paced, evolving program environments (desired).
